Description
The Federal Aviation Administration (FAA) intends to award a single source contract in accordance with FAA AMS 3.2.2.4 to Aviation Weather Associates, Inc (AWA) to provide support services for the Weather Integrated Product Team of the Joint Planning and Development Office. This contract will bridge a shortfall in contract support to the Weather IPT to continue to provide technical support services. A single source contract for a 9 month period of performance in the amount of $176,000 is planned. AWA is small company which has been providing scientific and technical consulting services in support of the Integrated Product Teams (IPT) Leadership Team and Executive Committee. The company employee serving as Chief Scientist is a nationally recognized expert in the field of aviation meteorology and possesses a unique combination of skills needed to satisfy the IPT's requirement to develop plans for the transformation of aviation meteorological services in a timely manner with no learning curve. It has been determined that it is in the best interest of the FAA to acquire these services on a single source basis to AWA for the following reasons: AWA has been instrumental in the development of the Weather IPT vision, strategy and plans for demonstration test cases that will be utilized to conduct ongoing evaluations and has extensive knowledge regarding national airspace service functionality. This expertise has proven to be extremely valuable in the development of the demonstration project scenarios. AWA also has unique knowledge regarding the existing and proposed meteorological approaches used by several agencies of the JPDO. This familiarity with the current state of aviation weather research and its applicability to the weather IPT integrated capability work plans is essential to achieving several near term JPDO deadlines. A competitive solicitation is not available for this procurement.
