- The Federal Railroad Administration (FRA) intends to award this procurement on a sole source basis to the University of Denver to perform follow-on work for the development and validation of training programs for reducing human-factors related accidents, which builds upon previous contracts for fatigue-related studies, performed by the University of Denver. The University of Denver is the only source that possesses familiarization with the operational requirements of the Kansas City Southern Railroad for which the work is being conducted, coupled with their unique past and current relationship with the railroad industry as a whole (rail management and labor). The applicable authority for this announced intention is that under 41 U.S.C. 253(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source. This task is not a competitive Request for Proposal (RFP) and a competitive RFP is not available.
