- RECRUITMENT AND RETENTION SERVICES This RFQ VA-101-06-RQ-0224 is intended to procure an executive recruiter. This is a combined synopsis/solicitation prepared in accordance with the format in Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document incorporates provisions and clauses in effect through FAC 05-11. The associated NAICS Code work shall be performed under is 541612. This acquisition is unrestricted; there will be no set aside. The provisions at 52.212-1 Instructions to Offerors-Commercial Items, and 52.212-3 Offeror Representations and Certifications-Commercial Items apply to this solicitation. Offerors are responsible for returning a copy of the Representation and Certifications at FAR 52.212-3 with their proposal. A copy of the provision can be obtained at www.arnet.gov . Commercial items FAR clauses 52.212-4 Contract Terms and Conditions-Commercial Items, and 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items, apply to this acquisition. All Contractors are required to register in the Central Contractor Registration (CCR) database prior to being awarded a contract. Contractors are responsible for the accuracy of information added to CCR. To register go to http://www.ccr.gov/. BACKGROUND: VA's OIT is undergoing a major transformation to move toward a federated IT model that consolidates the Department's IT resources under the Chief Information Officer. As a result of the consolidation, critical skill gaps have been identified at every level of the organization, from entry level through executive leadership. As such, the need for assistance from private contractors to reach potential candidates in the private sector and to recruit hard to fill, critical IT positions, especially at the senior management and executive levels has been identified. Leveraging the comprehensive organizational capabilities of a robust IT personnel and technology provider will significantly enhance the Department's capability to attract and hire the specialized skills and expertise required to manage major IT programs and processes. VA recognizes the need to seek such support from an organization that is knowledgeable of the Department and holds extensive experience in recruiting executive positions that require specialized IT management and leadership skills. The Department is also in the process of creating a new organization that consolidates the construction and facilities management functions. In this regard, the Department will require a senior executive to lead and manage construction and facilities management operations VA-wide. The Chief Executive Officer for Construction and Facilities Management (CEO) will be responsible for overseeing and managing the planning, design, construction, and facilities operations (including infrastructure) of the Department's major and minor construction projects. The CEO shall administer a program for the centralized management and administration of assigned VA-owned and VA-occupied facilities, to include oversight of operations, maintenance, repairs and alterations, customer service, recycling program, and roads and grounds maintenance for all VA facilities (including Veterans Health (VHA), Veterans Benefits (VBA), and National Cemetery (NCA) Administrations) both central office and field locations. OBJECTIVE: The first priority of the Department is to fill executive-level Senior Executive Service (SES) and GS-15 IT positions in the surrounding Washington D.C. metropolitan area.   Three positions have been identified for immediate recruitment action: The Deputy CIO position of the Office of Information and Technology; the Director for Construction and Facilities Management (a senior executive service level position); and a GS 15 Systems Engineer position in the Office of Information and Technology (senior level manager position). TASKS: The Contractor shall identify qualified candidates based on the qualifications outlined in the vacancy announcement for each position to be considered by VA and ensure the applicants submit all required documents listed in the vacancy announcement prior to the closing date of the announcement. Specific Tasks: The successful vendor/contractor shall be responsible for performing the following tasks: Task 1: Marketing and Recruiting This includes but is not limited to the following: Identification of potential candidates for designated positions Sourcing and screening candidates for application processing Task 2: Management Support Ensure candidates submit all required documentation identified in VA's vacancy announcement prior to the closing date of the job announcement. This also includes the following: Listing of all candidates referred within 24 hours after close of job announcement Standard Reference/Educational/Background Checks Verification of US Citizenship Task 3: Candidate Support Ensure candidates receive timely, accurate information and assistance in all facets of the application process as needed. SCHEDULE OF DELIVERABLES: Deliverable Description Due Date 1) Project Work Plan Plan shall adequately address how Contractor will perform SOO tasks. TBD 2) Performance Metrics Metrics shall address the final selection and retention of proposed candidate. TBD 3) Fee Scale The fee scale shall be applied to all Task Orders placed against the IDIQ. TBD CONTRACT TYPE: The preceding award shall be an Indefinite - Delivery, Indefinite - Quantity (IDIQ) type contract. The contract minimum shall be $50,000.00 and will be expended within the first six (6) months of the Base Year. PERIOD OF PERFORMANCE: The period of performance shall include a Base Year equal to 12 months from the date of award with one 12 month Option Year to be unilaterally exercised at the Government's discretion. EVALUATION CRITERIA: Offerors will be reviewed and evaluated in accordance with the following evaluation criteria. Offerors who do not meet the minimum Past Performance criteria will not be considered for award and will be excluded from Oral Presentations. Factors are listed in order of importance. Technical Factors: Past Performance Performing Similar Tasks - Please provide sufficient references of similar efforts by your organization for the last three years for executive recruitment to establish successful performance. Past Performance references shall display the Offeror's ability to procure viable candidates for government agencies in need of Senior Executive level positions. Each reference shall include the project title, a description of the project, contract number, contract amount, client agency or company name, contracting and technical reviewing official, and point of contact address and telephone number.  In addition, provide at least one example (with reference contact information) of corporate experience that demonstrates how the corporation responded when a project went off track, either over budget, behind schedule, below quality standards or some other difficulty.  (References will be checked)  Understanding of the Requirement - Submit a project plan for the successful performance of each task. The Project Plan shall clearly demonstrate full understanding of the requirement and the tasks to be performed. This shall also be evidenced in the personnel assigned to each task. The Offeror shall state the methodologies and approach taken to address the tasks identified. Additionally, the quote shall plainly express that both the organization and proposed key personnel can successfully complete this project. Personnel Assigned to Task - The qualifications of the professionals and technical experts proposed are adequate for performing the task order. Resumes are required for key personnel. Oral Presentations - Contractors whose proposals are found to be technically acceptable during the initial evaluation will be requested to make an oral presentation. This presentation shall not exceed two (2) hours in duration and should only address methodologies proposed, quality and benefits of solution proposed, and fee variations. Fees as they pertain to values shall not be addressed. This is not negotiations and should not be treated as such. Contractor shall notify Government within one week of presentation to request any IT assistance or equipment (e.g.: computer, projector, etc.). Also, any written support documents (e.g.: copies of slides and handouts) shall be provided to the Government no later than one day before the presentation. Price: Technical Factors are more important than price. Selection of the firm to perform this task order will be based on the Government's assessment of the best overall value. CONTRACT AWARD: Contract award shall be made to the responsible Offeror whose offer, in conforming to this RFQ, provides an overall best value to the Government, technical evaluation factors and price considered. The Government's objective is to obtain the highest technical quality considered necessary to achieve the project objectives with a realistic and reasonable price. An Offeror's proposal may not be considered when the proposed price is unreasonably high or unrealistically low. Technical evaluation factors are more important than price. As such, the technical criteria are considered to be of greatest importance and the Government reserves the right to award a contract to other than the Offeror submitting the lowest price. However, in the event quotes are evaluated as technically equal in quality, price will become a major consideration in selecting the successful Offeror.
