- This is a special notice for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This is a notice of intent to solicit and negotiate a sole-source order for a lease of computer workstations with Elite Installation Services under the authority of FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements due to the reasons stated in the following justification. 5. DEMONSTRATION THAT THE CONTRACTOR?S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF ONLY ONE RESPONSIBLE SOURCE AUTHORITY: Reprocuring furniture to replace the existing furniture with a contractor other than Elite Services, Inc. will Have a disruptive impact to USSOCOM?s mission because: 1. Over 200 occupants will need to be displaced to remove the communication lines, power lines and workstations owned by Elite Services Inc. Furthermore, the occupants will remain displaced until the new workstations are installed and wired for communication and power. 2. USSOCOM does not have any space to house 200 displaced personnel or any fraction thereof for any duration. 3. USSOCOM does not have funding to hire a contractor to remove and reinstall the communication and power lines. 4. USSOCOM has already spent $37,000 on communications infrastructure and the instillation of the furniture. These costs would be duplicated should a source other than Elite Services be utilized for this requirement. Interested persons may identify their interest and capability to respond to the requirement. This notice is not a request for competitive proposals. Performance shall be here at Macdill AFB, FL. NAICS Code is 532420 and small business size standard is $23 million. The following clauses and provisions are incorporated and in effect through Federal Acquisition Circular 2005-11, applicable FAR and DFARS clauses are 52.212-1, 52.212-2, 52.212-4, 52.212-5, 52-232-33, 252,212-7000, and 252.212-7001, 5352.9103 and provision at FAR 52.212-3, Offeror Representations and Certifications ?
