Description
Pre-Solicitation Notice for the Objective Individual Combat Weapon (OICW) Individual High Explosive Air Bursting (HEAB) Weapon System Technology Development Project Solicitation No. W15QKN-06-R-1410 The U.S. Army ARDEC, Picatinny Arsenal, NJ 07806-5000, on behalf of the Program Manager for Soldier Weapons (PM-SW), intends to award a sole source contract to Alliant Techsystems Integrated (ATK) for the OICW PDRR program, Individual HEAB Weapon System Technology Development (TD) Project. The TD Project will design and develop an airbursting individual weapon system to meet user identified capability gaps for revolutionary lethality, while extending stand-off range; defeating defilade targets, providing day, night and all weather capability; and incorporating a multifunctional fire control sub-system. The four overall objectives of the TD phase will be first, to continue design of the Target Acquisition/Fire Control system; second, continue design of the 25mm airburst delivery platform; third, design the family of ammunition (Air burst, Anti Personnel, Armor Piercing); and fourth, continue integration of the subsystems. To achieve these objectives it may be necessary to build, integrate and test full-up systems. The contractor must also provide system engineering, design engineering, materials, services, testing, technical management, quality assurance, equipment, facilities, prototyping, and administration, as applicable. These efforts will continue the development an individual HEAB weapon system that meets the system performance requirements. The Government will employ Acquisition Reform principles, including Integrated Product Teams (IPT's), Simulation and Modeling, Cost as an Independent Variable (CAIV), Integrated Data Environment (IDE), Clear Accountability in Design, Earned Value Management (EVM)(modified reporting requirements contractor format acceptable), and Open Systems to balance cost, schedule, and performance risks for the TD Phase. The contractor will be responsible to organize, coordinate, and control program activities to comply with contract requirements and timely delivery of the required products and services. The contractor shall also monitor the progress of work performed and costs incurred under the contract. The contractor shall prepare progress, status, and management reports. The contractor will develop and maintain an Integrated Master Schedule (IMS) with no restrictions. At the conclusion of the TD effort, the contractor shall document and deliver an updated system performance specification of the Individual HEAB Weapon System, reflecting the performance levels validated through use of contractor tests and Government technical tests (when applicable). The contractor shall also document and deliver draft performance specifications of the subsystem level requirements. The contract effort will consist of a base effort plus eight discretionary phases of development; Insensitive Munitions (IM) Baseline Test, Family of Ammunition Concepts, Hardware for Government Testing, Hardware for User Evaluation, Contractor Support to Government Tests and Demonstrations, Target Acquisition/Fire Control for the FFW, Long Lead Items and Technical Data Package. The Government will reserve the unilateral right to fund or forego these phases based on technical requirements and/or availability of funds. A Sole Source Request for Proposal (RFP) to be posted on the TACOM-ARDEC Acquisition Center website located at: http://procnet.pica.army.mil is planned for release on or about 31 August 2006.
