Description
The Product Manager, Force Protection Systems (PM-FPS) proposes to acquire the refurbishment of two (2) Mobile Vehicle and Cargo Inspection Systems (MVACIS)(Co60) previously procured for Army installations in the Continental United States (CONUS)to m eet immediate operational needs in support of Operations Iraqi Freedom and Enduring Freedom on an other than full and open competition basis. This task provides for replacement of the source pellet to include, replacement of the radar gun for speed control , any and all upgrades required to support the new Cobalt source operation, wiring for International Power, installation of roof mounted supplemental air conditioning unit, installation of protection for ex-posed cabling and hydraulic hoses, installation o f tie-downs required for transport by military airlift, and removal of all company labels from the vehicle. Pursuant to 10 U.S.C. 2304(c)(1) award is intended for Science Applications International Corporation (SAIC), the manufacturer of the MVACIS, San Di ego, CA, who is deemed to be the only responsible source because of proprietary rights to the VACIS Imaging and Registry of Radioactive Sealed Sources and Devices Safety Evaluation of Device for the Mobile VACIS Co60 system in compliance with U.S. Nuclear Regula-tory Commission (NRC) requirements. Cost of required services is esti-mated to be below the Simplified Acquisition Threshold for contingency operations procured within CONUS. Therefore, a formal solicitation will not be issued. This notice of inten t is not a request for competitive proposals. However, interested persons may submit an offer which will be considered. Offers will be evaluated solely for the purpose of determin-ing whether or not to conduct this procurement on a competitive basis. A det ermination by the Government not to compete this effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
