- Notice of Intent to award to the Great BAsin Bird Observatory. The U.S. Fish and Wildlife Service, Migratory Birds and Habitat Programs, 911 NE 11th Avenue, Portland, OR 97232, requires the assistance in implementing the International Snowy Plover Inventory in Nevada during the Spring/Summer of 2007. Data from this project will be formative in the development of a Focal Species Action Plan (a performance measure requirement of the OMB for the Migratory Bird Program) and by partners when implementing State Wildlife Conservation Strategies and habitat conservation plans. This project is one part of a broader effort to complete an international inventory of breeding snowy plovers in the U.S. and Mexico. DESCRIPTION OF THE SUPPLIES/SERVICES 1. Coordinating the inventory throughout Nevada including recruiting volunteers; disseminating information and responding to questions; assuring that surveyors enter all survey data on-line; and submitting a summary report of survey effort and maps of survey areas. 2. Assure implementation of 67 survey days in Nevada at known sites. IDENTIFICATION OF STATUTORY AUTHORITY FAR 6.302-3(a)(2) (ii). The Great Basin Bird Observatory is a non-profit entity dedicated to the research and development of inventory and monitoring efforts that further our knowledge and conservation of migratory birds in the Great Basin. This project will continue their work in intensive research of the distribution and habitat use of a high priority breeding bird.
