- The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 6.302-1) with Cobe Cardiovascular, Inc., A Sorin Group Company, 14401 W. 65th Way, Arvada, CO 80004-3599, as the only responsible source that can provide brand name only Stockert S3 Heart Lung Perfusion System. Based on the above information, the only technically acceptable item is Stockert S3 Heart Lung Perfusion System. NAICS Code 339112, size standard for Small Business reporting purposes is 500 employees. Sorin Group Company is the sole US manufacturer of the Stockert S3 Heart Lung Perfusion System. The make and model of this device is the specific device that is technically acceptable in providing life-saving cardiopulmonary measures during critical open-heart surgery. It is a requirement of Naval Medical Center San Diego?s perfusion contract that all perfusionists (operator of heart lung machine) have documentation of 200 cases performed with this particular model. This machine is the surgical patient?s life support and is the documented standard of care model. NMCSD owns one Stockert S3 model (bought in 2003) and one Stockert CAPS model and is replacing the CAPS model as it has passed its life-expectancy and must be replaced by Dec 2006. The result will be two S3 machines in the same operatory. The S-3 model familiarity allows for smooth operation of two surgical cases simultaneously in the same operatory. The Stockert S3 Heart Lung Perfusion System must be a complete system, including SIII Consoles (Includes UPS), SIII Pump Modules, Vairolock Tubing Gate and Accessories, SIII Control Desk (includes Mounting Arm), SIII Control Devices and Monitors, SIII Accessories - Masts and Crosstrays, SIII Miscellaneous products (3:1 Reduction for SIII pump, LED Lamp 24 V, & SIII connection module 24V/CAN-EXT2.), Service Manual, Tubing Inserts for Bubble Sensor, and SCP Stockert Centrifugal Pump. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 423450 with a Small Business Size Standard of 100 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability, to include proof of distributorship of specified brand name only item(s) in providing the same product. All capability statements received within 7 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
