- Ref PR 10181353. The Contracts Department at Naval Air Warfare Center Weapons Division (NAWCWD), Point Mugu, CA, has a requirement to procure on an other than full and open competition basis, services as described in the Statement of Work (SOW) below: STATEMENT OF WORK FOR EA-6B Digital Signal Data Converter (DSDC) Support 1.0 INTRODUCTION AND SCOPE 1.1 Introduction. The Airborne Electronic Attack (AEA)(EA-6B) Integrated Product Team (IPT) at Naval Air Warfare Center Weapons Division (NAWCWPNS) Point Mugu, Ca, is tasked with providing direct fleet support through design and development of updates avionics/weapons systems supporting the EA-6B. The EA-6B utilizes Digital Signal Data Converter (DSDC) controls and modifies critical flight and navigation data, which is critical for safety of flight. The DSDC software was upgraded to support the EA-6B ICAP II Block 89A. The DSDC CV-3194D/ASN (part number 53-020-05) was upgraded to CV-3194E/ASN (part number 53-020-06). The government procured the required technical data package for the -05 configuration, however failed to procure the technical data package for the -06 configuration. 1.1 Scope. The scope of this effort consists of: Updating technical publications and manuals to incorporate changes from the 53-020?05 DSDC configuration to the 53-020-06 DSDC configuration Providing complete set of product drawings and lists for the DSDC 53-020-04, -05, and ?06 configurations 2.0 APPLICABLE DOCUMENTS None. 3.0 TECHNICAL TASKS 3.1 The contractor shall update the below listed publications to incorporate changes from the 53-020?05 DSDC configuration to the 53-020?06 DSDC configuration. PUBLICATION NUMBER TITLE 16-35CV3194A-1 OPERATION AND SERVICE INSTRUCTIONS DIGITAL SIGNAL DATA CONVERTER CV-3194A/ASN 16-35CV3194A-2 OVERHAUL INSTRUCTIONS DIGITAL SIGNAL DATA CONVERTER 16-35CV3194A-3 IPM DIGITAL SIGNAL DATA CONVERTER CV 3194A/ASN 16-35CV3194A-5 Depot Level Maintenance, Technical Manual 16-35CV3194A-6 Illustrated Parts Breakdown 3.2 The contractor shall provide a complete set of product drawings and lists for the DSDC 53-020-04, -05, and ?06 configurations. For drawings not maintained electronically, mutually agreeable format such as microfiche or aperture cards is acceptable. 4.0 DELIVERABLES 4.1 The contractor shall provide data in accordance with the attached DD Form 1423, Contract Data Requirements List (CDRL). A001 Revisions to Existing Government Documentation A002 Drawings and Product Lists 5.0 GOVERNMENT FURNISHED INFORMATION (GFI)/GOVERNMENT FURNISHED EQUIPMENT (GFE) 5.1 GFE. None. 5.2 GFI. None. 6.0 TRAVEL 6.1 None. 7.0 PERIOD OF PERFORMANCE 7.1 The period of performance is 3 months after receipt of order. 8.0 GOVERNMENT TECHNICAL REPRESENTATIVE (TR) 8.1 The government TR for this effort is Robert Dezellem, Code 41130EE, (805) 989-3728. A written solicitation will not be issued however any firms believing they can provide this service may submit a written response to this notice to be received by the Contracting Office no later than 8/24/06, clearly showing the firm's ability to do so without compromising the quality, accuracy and reliability of the data or without causing programmatic hardship to the Government.
