Description
THIS IS NOT AN INVITATION FOR BID (IFB) OR A REQUEST FOR PROPOSAL (RFP). NO PROPOSALS are requested or accepted under this synopsis and no award will be made for this effort at this time. The purpose of this REQUEST FOR SOURCES is to determine if there are sources capable of satisfying the governments requirement as follows. Marine Corps Systems Command, Infantry Systems Product Group (PG13) is seeking qualified sources experienced in the conduct of Manpower, Personnel & Training Analyses and subsequent development of Manpower, Personnel & Training Plans in support of USMC acquisition programs. To be considered qualified for this effort, potential sources must demonstrate detailed knowledge and experience with the processes as described below and should have five years of staff experience in the successful conduct of military/training related analyses: Consistent with DoD Directive 5000.1 and DoD Instruction 5000.2, Program Managers must work with the manpower community to evaluate and determine the most efficient and cost effective mix of DoD manpower and contractor support personnel and/or available to operate, maintain, and support a new system and that personnel assigned have the appropriate human aptitudes needed to properly perform job tasks. In addition, Program Managers must work with the training community to determine training requirements and develop options for individual, collective and joint training for operators, maintainers and support personnel placing special emphasis on options to enhance user capabilities, maintain skill proficiencies, and maximizing new learning technologies while reducing the cost of training. Marine Corps Systems Command?s Manpower, Personnel & Training Process provides structure and guidance for the performance of manpower and training related tasks during the acquisition cycle. Manpower, Personnel & Training Analyses are needed to ensure manpower and training considerations are addressed as! described above. Analyses are conducted in accordance with the guide lines set forth in the Manpower and Training Analysis Manual and modeled off the U.S. Navy?s Training Planning Process Methodology (TRRPM). Ideal sources should be capable of conducting similar analyses to include an Occupational Analysis, Job Task Analysis, Training Needs Assessment, Analysis of Alternatives and/or Business Case Analysis. The information and data collected during the Manpower, Personnel & Training Analysis will feed the support the planning decisions outlined in the Manpower, Personnel & Training Plan. Analysts employed by sources must have the necessary educational qualifications and background to conduct analytical and quantitative analysis work in military/government or industry an must be versed in both DoD and USMC Acquisition processes, Human Systems Integration, DoD/USMC Systems Approach to Training (SAT), Marine Corps organization and the Total Force Structure Process. Respondents should include information regarding their capabilities to conduct analysis efforts and plan development as described above in writing no later 1600 hours, Eastern Standard Time, 12 September 2006 to Ms. Vicki Stewart, Contract Specialist. Responses to this announcement should indicate whether they are a small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned small business, small disadvantaged business, women-owned small business, or historically black college or university (HBCU) or minority institution (MI) (as defined by the clause at DFARS 252.226-7000). Responses shall be no more than 10 pages and include the name and telephone number of the point of contact having the knowledge to discuss responses with a Marine Corps Systems Command representative.
