NAICS Code: 541620 TITLE: Synthesis and Assessment Product 4.4: Adaptation Options for Climate-Sensitive Ecosystems I. PURPOSE The purpose of this small purchase request is to provide "Coordinating Author" services to the Global Change Research Program (GCRP) in the U.S. Environmental Protection Agency's (EPA) National Center for Environmental Assessment in preparing Synthesis and Assessment Product (SAP) 4.4: Preliminary Review of Adaptation Options for Climate-Sensitive Ecosystems and Resources. As Lead Author, the Environmental Protection Agency is responsible for compiling and synthesizing the contributions from Chapter Lead Authors listed in the prospectus and producing the final SAP. The purpose of SAP 4.4 is to review adaptation options for responding to climate variability and change, and to identify characteristics of ecosystems and adaptation responses that promote successful implementation and meet resource managers' needs. The Coordinating Author was nominated by EPA and approved by the U.S. Climate Change Science Program. The prospectus and nominated author was also reviewed by the public through an open comment period in response to a notice published in the Federal Register. Nominations were based on the author's interest in leading the preparation of this product and exceptional record of accomplishments in the relevant fields of expertise. The Coordinating Author will be responsible for overseeing the preparation of the initial draft of all chapters and, in conjunction with the EPA Lead Author, will be responsible for coordinating the responses to comments from public and expert panel reviews. The Coordinating Author must be an accomplished writer with a scientific background and with experience managing interactions and communications of scientists with stakeholders. The Coordinating Author will work with the lead and sponsoring agencies and the Chapter Lead Authors to obtain stakeholder input throughout the writing process. This will include helping Chapter Lead Authors develop stakeholder workshops to engage them in reviewing the content and applicability of the information provided. The work to be performed under this Purchase Request requires accomplished facilitators who have demonstrated expertise in: o the coordination of large scale scientific syntheses and assessment activities addressing environmental impacts and management responses to current and future stressors o collaboration with resource managers to produce scientific publications and translate them into popular publications that connect the science with its application o interdisciplinary research across a variety of ecosystem types and locations FAR 6.302-1 authorizes contract actions when the agency's need for the supplies or services required by the Agency are available from only one responsible source and that no other type of supplies or services will satisfy the Government's needs. The statutory authority is 41 U.S.C. 253 (c) (1). The responsible source identified for the position of Coordinating Author for the SAP 4.4 report is Dr. William Dennison. Dr. Dennison is Professor of Marine Science and Vice President for Science Application of the University of Maryland, Center for Environmental Science (UMCES). Prior to joining UMCES in 2002, Dr. Dennison held a faculty appointment with the University of Queensland in Brisbane, Australia for 10 years. He has also held positions as Research Assistant Professor with the University of Maryland Horn Point Environmental Laboratory, and the State University of New York, Stony Brook, NY. Dr. Dennison has a unique set of capabilities which make him ideally suited to meet the requirements of this contract. The following items highlight specific attributes of Dr. Dennison's expertise that support sole source award of this purchase order: 1) Dr. Dennison leads the Integration and Application Network of the UMCES (UMCES-IAN). UMCES-IAN is a unique collaboration of University faculty, resource management agencies and non-governmental organizations dedicated to the application of scientific information and knowledge to solving environmental problems. The knowledge he gained from this experience, together with his previous appointments, have provided Dr. Dennison with extensive experience coordinating and managing the conduct of large-scale, interdisciplinary synthesis and assessment reports to guide resource management. An example is his current work developing an integrated assessment process for Chesapeake Bay. Previous examples include his work with the Healthy Waterways Campaign in the Moreton Bay, Australia. 2) Dr. Dennison has extensive experience engaging with stakeholders and communicating complex, scientific information to broad non-technical audiences. In this capacity, Dr. Dennison has produced a variety of science communication products including: conceptual diagrams, books, newsletters, posters, video/DVDs, and web sites. He has also helped to create conceptual models to encapsulate current understanding of key ecological processes, anthropogenic impact zones, and critical habitats that have been used to communicate scientific results and to focus scientific efforts. Dr. Dennison's communication skills are widely recognized and have been featured in the popular media. Examples include: CBS Sunday (US), Australian Broadcasting Corporation (ABC) radio-"Landline", "Background Briefing" - ABC television news, Channel 7 news, Channel 9 news, Channel 10 news, Channel 10 "Totally Wild" segments, Channel 7 "Brisbane Extra", "Brisbane River Special", ABC "7.30 Report", Courier Mail, Sunday Mail, Peninsula Post, Gold Coast Bulletin, Wynnum Herald, Southwest News, Bribie Weekly, University News, Redcliffe and Bayside Herald, Techwatch, Downstream, Island and Mainland News, Fraser Coast Chronicle newspaper reports. 3) Dr. Dennison is an experienced marine ecologist who has conducted coastal marine research in all of the world's oceans. He received his Ph.D. from the University of Chicago in 1984. Throughout his career, his work has focused on developing tools and techniques to protect ecosystem health and solve environmental problems associated with the land-sea interface. A series of projects beginning with a water quality study in 1992 has led to a program of assessing ecological health of various coastal marine ecosystems. The development of a suite of nutrient bioindicators using marine plants has provided essential tools for assessing ecological health. These assessment tools have been developed and tested in a series of coastal embayment studies culminating in an Ecological Health Monitoring Program in SE Queensland and a national audit of Australian estuaries. Integrated assessment of Chesapeake Bay, the Maryland Coastal Bays is ongoing and a national eutrophication assessment of US estuaries is being completed. In addition, while at the University of Queensland, Dr. Dennison led a research group that made a number of important contributions to the Healthy Waterways Campaign for Moreton Bay. Dr. Dennison has supervised over 30 graduate and honors students, and published more than 80 papers on a range of topics related to the health and management of ecosystems 4) Dr. Dennison is a recognized leader within the scientific community. He is currently serving in a leadership position as Vice President for Science Application of the University of Maryland, Center for Environmental Science (UMCES). Dr. Dennison also serves on various international panels and reviews, including the Land-Ocean Interactions in the Coastal Zone program.
