NAICS Code: 541940 BIOVAILABILITY STUDY OF LEAD AND ARSENIC IN SOILS USING JUVENILE SWINE - NAICS Code: 541940 - NOTICE OF INTENT TO AWARD A SOLE SOURCE Firm-Fixed Price Purchase Order, under the Simplified Acquisition Procedures (FAR Part 13) to the University of Missouri-Columbia, Veterinary Medicine Diagnostic Laboratory. This laboratory has done similar work in the past for EPA. The U.S. Environmental Protection Agency (U.S. EPA) has a requirement for a BIOVAILABILITY STUDY OF LEAD AND ARSENIC IN SOILS USING JUVENILE SWINE. The Government believes only one responsible source (FAR 6.302-1) can provide the service that will satisfy the agency requirements. This notice of intent is not a request for quotation (RFQ) for competitive quotes. The intent of this notice is to determine if any other qualified sources(s) exist, and therefore, no solicitation (RFQ) is available at this time. The proposed Statement of Work, including references to previous studies, follows this notice. Interested parties who can meet the requirements may submit written qualification statements, fully explaining their capabilities no later than 15 calendar days following the date of this publication, by 2:00 p.m. local time Washington, DC on August 30, 2006. Such capabilities and qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the Government. UNITED STATES ENVIRONMENTAL PROTECTION AGENCY STATEMENT OF WORK FOR BIOVAILABILITY STUDY OF LEAD AND ARSENIC IN SOILS USING JUVENILE SWINE 1.BACKGROUND: Presented below is a scope of work for contractor support of the conduct of a lead and arsenic bioavailability study sponsored by the U. S. Environmental Protection Agency (EPA). The contractor's responsibilities will include ordering necessary test animals, performing all animal dosing and sample collection, data reporting, and review of the draft report. Additional study support activities (e.g., preparation of study setup materials, data analysis, and report preparation) will be conducted by EPA. 2. SCOPE: The contractor will perform all animal ordering, dosing, and sample collection in accord with the study design and detailed study setup materials provided by EPA. This study design and setup which will be similar to that described in Casteel et al., 2006. Test materials will be prepared for dosing and provided to the contractor by EPA. EPA anticipates providing two test samples (either lead or arsenic) and anticipates the need for approximately 60-70 juvenile swine for the study groups. The contractor will submit all study samples to the analytical laboratory determined by EPA. 3. DELIVERABLES - 3.1 Analytical Data - The contractor will provide the analytical results to EPA in an electronic format (Microsoft Word or Excel). The analytical laboratory is responsible for adjusting raw analytical data for all laboratory and preparation dilutions; the final analytical units will be clearly indicated. It is expected that full validation of the analytical results will be performed by the analytical laboratory, that all laboratory QC samples will be clearly indicated as such and necessary supporting information provided (e.g., nominal spike concentrations), and that all results from study samples will be properly labeled with the sample numbers provided to the contractor by EPA during study setup. 3.2 - Animal and Dosing Data - The contractor will complete the electronic setup file provided by EPA, including animal body weights, administered doses (including missed/partial doses), clinical health data, and any study deviations. The contractor will provide the completed file to EPA. In addition, the contractor will provide EPA with any additional requested information necessary for the data analysis and report preparation tasks. 4. PERIOD OF PERFORMANCE - October 1, 2006 - September 30, 2007. 5. DELIVERABLE SCHEDULE: NTP = Notice to Proceed, as directed by written or verbal notice from the Contracting Officer's Representative (COR), NTP+10 calendar days: EPA provides study design and electronic setup file to consultant, NTP+10 calendar days: EPA provides test materials to consultant, NTP+90 calendar days: Consultant secures and reserves time slot for testing facility, NTP+60 calendar days: Consultant orders animals and begins dosing; Completed electronic file with analytic results and animal and dosing data provided to EPA, REVIEW OF DRAFT REPORT: The contractor will review the draft report prepared by EPA to help ensure accuracy and completeness. Deliverable: Comments on draft report. Schedule: 2 weeks from receipt of draft report from EPA. 6. REPORTING REQUIREMENTS: The contractor shall prepare a 1-2 page executive monthly status and analysis document that discusses key activities and progress to date. This document shall be delivered to the Contracting Officer's Representative (COR) to be identified shortly following award. 7. REFERENCE: Casteel, SW et al. 2006.
