- See Commerce Business Daily Note 22. Notice of intent to award a sole source contract. The Defense Threat Reduction Agency (DTRA) intends to issue a sole source contract to Spescom Software, Inc. 10052 Mesa Ridge Court, #10, San Diego California, 92121 for an effort entitled ?Configuration Management Software Tool.? The objective is to procure a software tool for Configuration Management (CM). This procurement will provide a fully automated means of managing the baseline and changes to the DTRA Communications and Computing Infrastructure (DCCI) and other DTRA managed computer and communication systems. To reach this goal the procured software must meet the following criteria: Back-end Compatibility; software must be able to run on Intel based hardware, Microsoft Windows Server 2003, and Microsoft SQL, store multiple files (e.g., software, drawings, and documents) in a hierarchical directory based repository, version Control; able to identify new items without overwriting current Configuration Items (CIs); ability to store multiple versions of files without deleting previous versions, i.e., retain a history of all versions, store multiple configurable attributes associated with each stored file. By default, a new version of a file retains the attributes of the previous version, enable groups of users to display lists of files using a web interface based on user id/password and group, with minimal administrative actions to maintain the web interface, enable users to access and download files in read only manner using a web interface based on user id/password and group with minimal administrative actions to maintain the web interface, enable users to check out, modify, and check in files based on user id/password and group, enable administrators to create and modify user accounts, i.e., privileges, etc., enable administrators and certain users to change certain file attributes, enable administrators and certain users to delete files, enable administrators to easily make changes to attributes in bulk using SQL, a script file, or other similar mechanism, provide a replicated vaulting (repository) capability, use folder style organization of material, provide comprehensive searching of all files, incorporate an active workflow diagram to identify item status and process, have software configurable events (i.e., set parameters for updating replicated databases across enterprise during specific time periods), provide the ability to design and utilize work flow processes, able to link CIs to Projects to Requirements to Change Requests to cross check and validate all areas, able to integrate with other products for a complete Enterprise Architecture, such as Primavera, run on a system that is a current DTRA standard, such as Microsoft SQL Server, and possess CMII Compliance. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS, AND NO FORMAL SOLICITATION WILL BE ISSUED AS A RESULT OF THIS ANNOUNCEMENT.
