Description
PUBLIC ANNOUNCEMENT -PRESOLICITATION NOTICE The University of California, Ernest Orlando Lawrence Berkeley National Laboratory (LBNL), which is operated under Prime Contract DE-AC03-76SF00098 with the U.S. Department of Energy (DOE), intends to subcontract for Professional Engineering services for the Seismic and Structural Safety Upgrades of Buildings, Phase I Project. Construction cost for the project is estimated at $9,000,000. The Seismic and Structural Safety Upgrades of Buildings, Phase I Project will correct existing structural deficiencies in LBNL Buildings 50 and 74. Portions of the construction work will occur in an occupied building, requiring that the work be phased to minimize the impact to occupants. The scope of work will include the installation of thickened exterior concrete walls and footings, column reinforcement, rehabilitation of diagonal steel bracing, beam connection strengthening, shear and diaphragm opening repairs, installation of new concrete shear walls, improvement of building separations, as well as non-structural repairs of partition walls and ceilings. This is not a request for quotation. It is an announcement for subcontracting opportunities with the University of California, Ernest Orlando Lawrence Berkeley National Laboratory. Interested firms are encouraged to submit qualifications as indicated below. Scope of Services: The work includes, but is not limited to, professional engineering services. • A/E schematic and preliminary designs, including drawings, specifications and calculations, and preliminary cost estimate. • Professional design services for preparation of construction documents and construction cost estimating during final design phase. • Professional design services for phasing and coordination of the construction work within an occupied, operating facility. • Professional A/E services during the construction phase. • Attendance at meetings scheduled for design reviews, construction support, and coordination. Project Scope Summary: Preliminary design and estimate, construction documents and cost estimate, engineering services and support during construction for the Seismic and Structural Safety Upgrades of Buildings, Phase I Project, including selective demolition, temporary and permanent structural modifications, building and site utility relocation or replacement. Minimum Requirements: In order to qualify, candidates must meet the following minimum requirements: a. Location: The primary firm (Architectural) and sub-consultants (structural, electrical, mechanical engineering) must maintain a local office within seventy-five (75) air miles of Berkeley, California and must assign a principal to lead the effort on behalf of the firm from the local office. All other sub-consultants must be located within the United States. b. Design Team: It is expected that the following specialized expertise will be represented by the proposing teams: Leading discipline: Architectural. Sub-consultants: Structural, Electrical, Mechanical (HVAC, Plumbing; Fire Protection) Engineering; Construction Cost Estimating. c. Architectural Firm to Lead the Design Team: The primary (leading) firm must have a California-registered Architect in charge of the design for the entire project. Sub-consultants must have a California-registered professional assigned to the project team. d. Qualifications: All work must be sealed by a California-licensed Architect or Engineer of the appropriate discipline. e. Documentation Compatibility: The primary firm and sub consultants must be able to generate, receive, or convert documents into Microsoft WORD, Microsoft EXCEL, Microsoft Project, and AutoCAD 2000, SAP2000, MATHCAD 13. Selection Criteria: For firms meeting the above minimum requirements, the following criteria shall be the basis of selection. The criteria are listed in descending order of importance. 1) Firm Experience: The primary A/E firm and sub-consultants (structural, electrical, mechanical engineering; cost estimating) must have recently completed, and must demonstrate successful experience in providing design services, within the approved scope, schedule and budget on projects that involve seismic upgrades of older concrete and steel structure buildings of similar size and complexity to the proposed Seismic and Structural Safety Upgrades of Buildings, Phase I Project. The primary firm shall describe each representative project, and list them in the Standard Form SF 330, Section F, including any other supplemental information necessary to address this criterion. The primary firm must have worked on at least two successful projects with similar scope in the past five years. A list of references, including name, current telephone number, and associated project, shall be provided for LBNL use in verification of performance. 2) Project Experience: The primary firm and sub-consultants shall have recent experience in the development of designs where phasing and coordination of construction work in occupied, operating buildings of similar size and complexity to the proposed Seismic and Structural Safety Upgrades of Buildings, Phase I Project was required. 3) Personnel Experience: The principal and individuals assigned to this project must demonstrate successful experience in providing design services for seismic rehabilitation of concrete and steel structure building projects within the last five years. The commitment of the primary firm and its consultants to dedicate qualified personnel to positions of responsibility for the duration of the project will be considered. Consideration will be given to firms that are able to assign the same personnel from similar projects. 4) Past performance: The primary firm shall demonstrate previous successful experience working for the U.S. Department of Energy, for a National Laboratory, other government agencies, University of California, other universities and private industry. 5) Affirmative Action: Ability of the firm to further the University’s small, disadvantaged or woman-owned business affirmative action objectives. Interested firms meeting the requirements described above must submit six (6) completed copies each of U.S. Government Standard Form 330 Parts I and II. They may also submit six (6) copies of any supplemental information necessary to further address the Selection Criteria.
