Description
This is a modification to a Sources Sought Synopsis issued Nov 17, 2005, entitled “Web-Based Information Management System and Information Management Services.” This sources sought is a request for information prior to drafting and releasing any resultant solicitation. The information contained in this sources sought notification is based on the best and most current information available to date, is subject to change and is not binding on the Government. Any significant changes will be provided in subsequent synopsis, if required. The Federal Motor Carrier Safety Administration (FMCSA) is seeking potential sources capable of providing information management services, including analysis of Agency CDLIS and related safety enhancements requirements (see attachment 1 for a draft description of the CDL Program Statement of Objectives). The purpose of this effort is to better define the Government’s acquisition strategy prior to developing & publishing the solicitation. If you are interested in competing for this requirement, please indicate your interest by sending an email no later than 28 July 2006, 2:00PM EST to Ms. Ruby Mixon at Ruby.Mixon@FMCSA.Dot.Gov. The email shall contain the following subject line: “Sources Sought Response to CDL Information System Support Services.” Use of any other subject line may delay your entry. All valid email responses from prospective sources must provide the return email address, company name and mailing address, telephone number, facsimile number, and point of contact within the body of their response. In addition, to assist in the acquisition strategy development, please respond to the following questions: 1) Is your business a large or small business? (For the purpose of determining your business size, the North American Industry Classification System (NAICS) code is 541519 – Other Computer Related Services, size standard $23.0M annual average receipts over the past three years, will be utilized for this acquisition). 2) If a small business, indicate the type(s) that apply to you. (i.e., small, small disadvantaged, woman owned small, veteran owned small, hubzone small, or service disabled veteran owned small). 3) Are you qualified to propose under NAICS code 541512 – Computer Systems Design Services? 4) Provide a short summary stating your interest as a prime contractor or to propose a joint venture. If you propose to joint venture or another teaming arrangement, please explain the particular arrangement and identify the partners. 5) Provide a list of customers (Government non-Government) within the past five (5) years highlighting similar work performed. Include contract numbers, contract type, dollar value of the procurement, points of contact/addresses/phone numbers, description of each project performed and the intended output/function. 6) Provide demonstrative information relative to past performance and ability to perform ALL program objectives noted in the attached draft requirements documents that includes, but is not limited to: a) Detailed understanding of the Department of Transportation (DOT) transportation requirements, Department of Transportation Regulations (DTR) requirements and the other DOT regulations, policies and procedures for freight transportation. b) Software (S/W) development, testing, installation and planning support to include Independent Verification and Validation (IV&V), as outlined in paragraph 7 of the Statement of Objectives. c) Hardware (H/W) management to include configuration recommendations, testing, maintenance, accountability and storage/inventory management at Contractor/Government provided sites, as outlined in paragraph 7 of the Statement of Objectives. d) Other pertinent information. Email responses without the aforementioned information will not be recognized as valid. Areas where a source does not have prior experience should be annotated as such. ALL PROSPECTIVE OFFERORS MUST RESPOND TO THIS SYNOPSIS VIA EMAIL. TELEPHONE REQUEST6S FOR SOLICITATIONS WILL NOT BE ACCEPTED OR RETURNED. Submit responses no later than 28 July 2006, 2:00PM EST. Your response is limited to 20 pages. NO SOLICITATION EXISTS AT THIS TIME. This is not a commitment on the part of the Government to award a contract as a result of this notice or to pay for any information received.
