Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. HSFEMW-06-Q-0038, issued as a Request For Quotation (RFQ) is to provide utility trailers for the Federal Emergency Management Agency. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. This procurement is unrestricted. The NAICS code is 441229, small business size standard $6.5M. It is anticipated that only one award will result from this solicitation via the issuance of a firm-fixed price simplified acquisition/commercial item order. The anticipated period of performance will be from date of award for a period not to exceed 120 days. The resultant award document will contain Item No. 0001: Two (2) 28 foot long, 8 foot wide/height cargo triple axle trailers with drop rear, power plant, work area and HVAC. STATEMENT OF WORK: Model number AE8528TTA (American Hauler Industries, Inc) or similar will be considered for award. Trailer shall consist of heavy duty steel frame construction with drop down rear tailgate, side access door(s), and treated wood floor. All welded steel frame construction with exterior walls made of 030 aluminum. Exterior walls shall be powdercoat painted and sealed with clear coat. Exterior color shall be white. Interior walls to be insulated and covered with vinyl panels. Steel frame shall be welded and then acid dipped prior to paint. Steel frame shall be Z Bart Coated throughout to prevent corrosion prior to installation of Box or other components. Armorguard shall applied to all step wells, perimeter of all door openings, inside and out of wheel boxes and the tongue of trailer. Treated 3/4 plywood floor Single sheet aluminum walk on roof 030 aluminum Roof Frame shall be welded 1" square tubing on 16" centers. Roof vent assemblies shall be welded and not made of wood. Welded floor shall be 16" on center cross members, 16" on center steel side wall supports, 16" on center steel front nose wall supports. Three (3) axles rated at 5200 lbs each. ST225 75R15 tires with steel wheels, 8 foot wide work cabinet across front shall also cover fuel tank area. 10KW diesel Generator with sound box, auto transfer switch and remote start. two 50 AMP/110V Power Panels. Four (4) each stabilizer jacks , rated at 5k each jack. Ladder to access walk on roof. 24 inch door in divider walls(wall shall be 18 feet from end of trailer). Stainless steel front corners, Polished aluminum cap corners, Singe piece roll down door with spring assist, 10" deep step wells - Maximum rise wheel wells into floor area is 8", Four (4) each florescent interior lights. 50 foot landline, two 13,500 BTU air conditioners, 50 gallon fuel tank(steel) with fill port, 1,200 & 5,000 LB D-Rings( The 12’s go in one row each side two feet from the floor and at 2’4”, 10’4” 14’4” and 16’4” down each wall total of eight, the 15’s go in two rows two feet from the wall and at 1’ 6’, 11’ and 17’ from the end down the floor for a total of eight), 20 foot awning. Spare tire, CO2 detector, 10 degree down axle and delivery FOB Destination to Frederick, MD. EVALUATION INFORMATION: Offerors must provide descriptive literature adequate enough for the Government to determine if the proposed products meet the Government’s minimum requirements, as identified in the Statement of Work above. Failure of an offeror to submit descriptive literature for a proposed product will result in their offer being rejected from further consideration. Offerors are to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications/Commercial Items with their response. The successful Contractor must be able to meet all responsibility standard outlined in FAR 9.104-1. A written notice of award or acceptance of proposal, mailed or otherwise furnished to the successful offeror, shall result in a binding contract without further action by either party. Written responses to this RFQ must be received no later than 3:30 PM/EST, 08/21/2005 and shall be addressed to FEMA, Mt Weather Emergency Operations Center, 19844 Blue Ridge Mountain Road, Bluemont, VA 20135; Attn: Mr. Jay D. Cohen Bldg. 413. Prospective sources are reminded that award can only be made to a Contractor who is registered in the Central Contractor Registration (CCR) database. Amendments, if any, to this RFQ will be published in the same manner as the initial synopsis/solicitation.
