- NOTES FROM SITE VIST ON AUGUST 08, 2006 The cleaning crew at USUHS, including AFRRI, are contract employees. They do not require an escort. The doors on the ground level of the four building located on the USUHS campus automatically lock at 7:00 p.m. There are alarms on the cameras. There are over 100 freezers and incubators located at USUHS that the guards will be required to check daily. The guards will also be responsible for monitoring the temperature. Guards are required to check the server room and are also responsible for monitoring the temperature at USUHS, including AFRRI. The monitors in the USUHS security office do not monitor the two off-site buildings (Bld. 28 and 53). Building 53 does have a monitoring system that is not manned. Guards are required to change the tape and would view tapes only if there are issues of concern. Building 28 does not have a monitoring system. The security office at USUHS, including AFRRI is manned 24/7. Guards will assist in fire drills. Site specific training will come from USUHS/AFRRI personnel. Contractor is responsible for providing basic guard training. Guards do not have the authority to write parking tickets, they are only authorized to issue warnings. Guards are authorized to park in the USUHS/AFRRI parking locations. There is not a fee to park in these locations. In areas where cameras are not functioning guards will be required to make additional rounds. Currently there is one camera at USUHS not functioning. When the trailers on the USUHS campus are occupied guards are required to check the trailers. We do not have ditech for the rounds. USUHS, including AFRRI do have cadavers delivered late in the evening. The animals at USUHS, including AFRRI are not monitored by the guards. Government personnel monitor the animals. USUHS is considered an educational campus, AFRRI is a secure location and access to AFRRI is closely monitored and restricted. All visitors to AFRRI are required to sign in and out 24/7 and are required to have an escort that must stay with them at all times. The guards will not be the escorts. There are only two entrances into AFRRI. Guards will be required to ensure that labs and offices are secure. AFRRI does have a safe that only a handful of personnel have access to. Guards are required to check the safe to ensure it is secure; they will not have access to the safe. The Security Office must be notified if personnel are entering areas related to the reactor after hours. Guards are required to gain permission from the personnel working with the reactor before allowing emergency personnel to enter AFRRI for fires, etc. USUHS, including AFRRI personnel have access to the installation 24 hours a day. Contractors in AFRRI require permission from the COTR to enter the facility after hours. There are certain areas in AFRRI that persons may not enter if wearing a pacemaker. A vehicle is furnished for USUHS guards to check the two off-site buildings, a vehicle is not provided for AFRRI, nor is it needed. The project manager at USUHS may or may not wear a uniform; the project manager at AFRRI is required to wear a uniform. At the direction of the COR and at no additional cost to the Government, nightsticks with belt holders, handcuffs with keys and mace will be made available by the contractor. Additional questions submitted: Q: Will guards be able to pick up their checks in the USUHS Security office? A: Yes Q: What are the payment terms? A: Net 30 Q: What are the number of hours required for Security Guard Training listed in Section 11.0, which includes Use of Force, Citizens Arrest, Radio and Telecommunication, First Aid and Fire Procedures, Report Writing and General Orientation? A: Guards should have at least 40 hours of training within the first 100 days of employment. Q: What are the number of hours required for specialized training? A: 4 hours Q: Are physical exams valid for the life of the contract, or are they required to be renewed? If they need to be renewed, how often? A: The physical exams are valid for the entire time the individual guard is on the contract, if there is more than 120 gap of employment on the contract the guard must have another physical. Q: Is drug screening required, if yes how often? A: Yes, randomly, at least twice a year. Q: What is the current bill rate for each position? A: This information will not be provided.
