Description
This RFQ is for Brand Name or Equal. This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 200509 and DFARs Change Notice (DCN) 20060321. Standard Industrial Classification (SIC) code is 3715 and the size standard is 500 employees. NAICS is 336212. This acquisition is a Small Business Set-Aside. This acquisition is for Brand Name or equal items only. Edwards Air Force Base, CA is seeking to purchase a Crash Recovery Trailer with custom options, Quantity, One Each, in support of the 412th MXS/MSMAPA program for crash recovery missions. The equipment needs to be equal to the specification listed to meet the form, fit, and function of mission requirement. 412th MXS/MXMAPI Crash Recovery Trailer Specifications: Dimensions: Length: 53’- 0” O/A Width: 8’- 6” O/A Height: 13’- 6” Front to drop: 11’ – 0” Drop to rear: 42’0” 5th Wheel Height: 47-1/2” Floor Height: Front: 54” Rear: 42” Frame Drop:12” General Specifications: Suspension: Two air ride suspension (Hendrickson HT 190U) Tires: Eight 255-70R-19.5 Wheels: Eight: polished Aluminum outers, brushed aluminum inner Brakes: Full air, anti-lock (Meritor WABCO) Frame: Full length W-14 steel wide flange H-beam on 40” centers Top rail: Aluminum extrusion Exterior skin: 100% 0.090” smooth aluminum with no visible exterior fasteners, and 100% perimeter mechanical fastening. The 412 MXS/MXMAPI request the Brand Name or Equal Purchase of a Kentucky Trailer/Kentucky Trailer Industries 53 foot drop frame trailer to support crash recovery operations at Edwards Air Force Base. 2. The trailer will be equipped with 100% of crash recovery equipment used to support 26 different weapon systems with full crash recovery capability. This trailer must be designed and constructed to be towed across unapproved roadways; the trailer will be required to travel on and off road in conditions that normal vehicles would find difficult to navigate. They developed the "drop frame" trailer systems, which have become a staple in the moving industry Kentucky trailers “drop frame” systems represent significant advances in performance over comparable straight trailers. The salient functional characteristics of Kentucky Trailers/Kentucky Trailer Industries trailers are essential to the 412 MXS/MXMAPI Crash Recovery operations as follows: • Kentucky Trailers/Kentucky Trailer Industries trailers are built to our specifications. • Kentucky Trailers/Kentucky Trailer Industries trailers drop frame trailers typically hold 5 - 25 percent more volume than comparable straight trailers which allow us to consolidate 26 different aircraft’s related equipment into one location for better equipment accountability. • The trailer requested will free up essential personnel and equipment needed to perform other functions during aircraft recovery operations. 3. Kentucky Trailer/Kentucky Trailer Industries is the only known corporation that can build a crash recovery trailer to meet our rigid specifications. Other trailer builders are more suited towards building vehicle trailers that are designed for on-road applications. Our unique requirement to recover aircraft in locations where rough terrain is the norm rather than the exception require us the have the best possible design and construction possible. 4. As an Aircraft Repair Flight practice, we try to avoid Brand Name or Equal situations as much as possible. There are times however, when due to mission requirements and the lack of companies that provide unique aerospace support, we are sometimes forced to use the Brand Name or Equal process. We will continue to do our best to try and avoid these situations in the future.
