Description
This is a SOURCES SOUGHT NOTICE issued by the Unites States Agency for International Development, Bureau for Economic Growth, Agriculture and Trade, Office of Infrastructure and Engineering (EGAT/I&E) to determine the capabilities of Small Businesses, including 8(a), small disadvantaged, small women-owned, Service Disabled Veteran Owned Small Business, Veteran Owned Small Business and Hub-Zone). Architect-Engineer (A&E) firms that have registered professional engineers and/or licensed Architect and Engineering firms that can provide design and construction supervision services ranging from quick response to long-term services in the infrastructure areas of water resources, environmental/sanitary engineering, civil and industrial engineering, value engineering, industrial/chemical engineering and power and telecommunications to USAID/Washington and USAID Missions. These firms MUST have the ability to work in disaster/conflict type situations and POSSESS extensive overseas experience in such areas. USAID is seeking information in the form of capability statements from all interested parties with capabilities in the areas noted below. SERVICES REQUIRED A. Water Resources: These services will include but not be limited to, the planning, design and training for water resource management, watershed management systems, coastline erosion and flood control; drainage basins and irrigation systems, dams and storage reservoirs, flood control programs, and the exploration and development of groundwater resources; B. Civil and Environmental Engineering: These services will include but not be limited to, planning, designing, training, financing and construction management of domestic and industrial water supplies, urban and rural water distribution systems, solid and wastewater collection, treatment and disposal. C. Power and Telecommunications: These services will include but not be limited to the design and construction management of power networks from generation to distribution and the design of information communication technology; and, the design and construction management of power systems including nuclear power along with power generation from alternative sources i.e. wind, flowing water, hydropower, biofuels, solar, biogas, and other ?cleaner? sources. D. Value Engineering, Engineering Economics, Institutional and Policy Reform: These services will include but not be limited to, alternative financing, capacity building and training specific to the construction, rehabilitation and/or reconstruction of water, sanitary and solid waste management systems, IT systems; roads, shipping and transportation systems, power matrixes, tariff studies, cost recovery systems, and analysis of public- private partnerships; whole life cycling performance and costing; procurement needs; water concession design and tariff structure. CAPABILITY STATEMENT REQUIREMENTS: An interested party must be able to demonstrate in the capability statement the related experience and ability to perform the kind of work described in this notice. This documentation may include examples of contracts both governmental and commercial the offeror has performed, references including title, names, and telephone numbers, and any other relevant information. Responses to this Sources Sought Notice shall include: 1) Two page capability statement including the firm?s relevant work and prior work experience; 2) one page for corporate qualifications; and 3) statement identifying if the offeror is a small business, 8(a) firm, small disadvantaged business, women-owned business, or HUBZone firm. USAID anticipates awarding a multiple award Indefinite Quantity Contract. Any organization responding to this SOURCES SOUGHT notice should ensure that its response is complete and sufficiently detailed to allow the government to determine the organization?s qualifications to perform this work. A government employee will evaluate all submissions for responsiveness to this announcement. This is not a Request for Proposals and this notice in no way commits the Government to award a contract. The Government does not intend to award a contract based solely on this submission to this Sources Sought Notice nor does it intend to pay for any costs incurred in response to this announcement. Written capability statements must be received no later than August 25, 2006 by 12:00 noon (local time). These submissions must be submitted by E-mail (ONLY) to Monique Bryant at mbryant@usaid.gov.
