Description
The USDA, Agricultural Research Service (ARS), intends to negotiate solely with Boreal Laser Ltd, 2500 Sun Life Place, 10123-99 St, Edmonton AB, Canada for one portable NH3 Open Path Monitoring System with accessories. Required characteristics of this laser system are: 1. Laser gas detection: Highly resolved laser light source enables specific detection of NH3 with no cross interference from other gases present in the ambient air. 2. "No phase adjustment" wavelength modulation spectroscopy. Automatically retune the signal phasing of wavelength modulation spectroscopy regardless of path lengths. 3. Minimum detectable limit of 1 ppm-m with respect to NH3. 4. Path lengths to 1000m. 5. Self-calibrating, with a permanent, stable, built-in calibration-reference cell. 6. Automated multi-path scanning capability which can be interfaced with ARCADIS radial plume mapping (RPM) software. Automatic scanning table with a control software to enable full 360 o horizontal and 120 o vertical scanning. The system must be able to interfaced with the ARCADIS RPM software for flux and hot-spot determination 7. Portable, battery operated system. Less than 5 kg, watertight, and operates off 12 V. 8. Built-in visible laser and light level meter for easy alignment: Coarse alignment using an on-board visible aiming laser 9. Built-in data-logger able to store 10,000 readings: 10. Local display of Gas Concentration and R2 Data-quality parameter. Companies with the demonstrated capability and financial capacity to furnish such equipment must submit a written substantive statement outlining the Company capabilities (including price lists) to the point of contact listed below by 10:00 a.m. on August 29, 2006. This is not a request for quotation. No solicitation is available. A determination by the Government not to compete this requirement, upon receipt of responses to this notice, is solely at the discretion of the Government in accordance with FAR 13.106-1 (b). If no affirmative responses are received by August 29, 2006 at 10:00 a.m. to determine whether a qualified source is more advantageous to the Government, an order will be placed with Boreal Laser Ltd. under the authority of FAR 6.302.
