Description
(I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Issue date of this synopsis/solicitation is August 16, 2006. (II) Solicitation AG-447U-S-06-0128LI, for chemical site prep on 733 acres on National Forest lands located in the Magazine Ranger District, Ozark-St. Frances National Forest, Logan and Yell Counties, Arkansas, as described is this solicitation and the attached documents, is issued as a request for quotations (RFQ). (III) The Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. (IV) This solicitation is a Total Small-Business Set-Aside. The applicable NAICS code is 115310; the applicable small business size standard is $6.5 million. (V) SCHEDULE OF ITEMS: A. Site Prep Foliar Spray/Hack-N-Squirt Quantity: 733 Unit: Acres Unit Price: $___________Total Price: $______________ (VI) Furnish any and all labor, materials, transportation, supervision, equipment, supplies and other incidentals necessary to perform chemical site prep on National Forest lands in accordance with the attached documents: A) Specifications; B) Compartment and Treatment Area List and C) Migrant and Seasonal Workers protection Act information. No Government-furnished Property shall be available. Location of Work: USDA, Forest Service, Ozark-St. Francis National Forest, Magazine Ranger District, Logan and Yell Counties, Arkansas. SITE VISIT: No formal site visit is scheduled for this project. (VII) CONTRACT TIME: Sixty (60) calendar days after effective date of the Notice to Proceed. (VIII) The provision at FAR 52.212-1, Instructions to Offerors?Commercial (JAN 2006), applies to this acquisition. (IX) The provision at 52.212-2 Evaluation-Commercial Items (Jan 1999) applies to this acquisition. Our intention is to award one firm, fixed price contract for the performance of this work. Award will be made to the vendor whose quotation represents the best value and is most advantageous to the Government, price and technical factors (past performance and experience) considered. Combination of technical factors is significantly more important that price in the evaluation process. Vendors should submit information demonstrating ability to perform the services and at least three references in which they have performed the same/similar type of work (including contract numbers, points of contact with telephone numbers and other relevant information). Contractors must have a valid Migrant and Seasonal Agricultural Worker Protection Act Registration number prior to submission of quotation in order to be considered for award. (X) Vendors must complete the Online Representation and Certifications (ORCA) (website located at http://orca.bpn.gov/) or submit representations as required by FAR 52.212-3, Offeror Representations and Certifications?Commercial Items (JUNE 2006). Quotations shall be submitted on company letterhead, and should be accompanied with all information requested by this solicitation for the purposes of quotation evaluation. Vendors should contact the Contracting Officer prior to submitting a quotation by fax. CONTRACTOR QUALIFICATIONS: Vendors MUST be registered in the Central Contractor Registry prior to submission of quotations in order to be considered for award. Vendors must supply a DUNS Number with their quotation. Contractor must be registered in the Central Contractor Registry and must have completed a profile in the Online-Representations and Certifications database prior to award of a contract. Registration may be completed on the Internet at http://www.ccr.gov/. Vendors MUST have a valid Migrant and Seasonal Agricultural Workers Protection Act registration number prior to submission of a quotation, if applicable. Information describing requirements under the Act (29 USC 1801-1872; 5 CFR 500) can be requested from the Contracting Officer. ATTACHMENTS 1) SPECIFICATIONS: Vegetative Management Treatment Standards: Pesticide Applications: Site Prep Foliar Spray The Contractor shall follow all label directions for proper application of herbicide. Contractor shall apply approved herbicide to foliage of competing vegetation as is necessary to prepare sites for planting or natural regeneration. This type of treatment is a common Timber Stand Improvement Forestry Practice. Trees or Other Vegetation Designed For Treatment The foliage of all hardwood trees ranging from one to six feet in height not designated as leave trees, and competing vines and other vegetation, shall be sprayed thoroughly from top to bottom on all sides to a point of dripping wet, with herbicide mixture using low-pressure backpack sprayers, and spray tip size 2503. Trees or Other Vegetation That Will Not Be Treated Trees along property boundary marked with red paint, signs, tags, blazes or other survey information. No herbicide will be dispensed within 50?of intermittent or perennial drains, 100? of primary roads, 100? of private land, 300?of a residence, 200? of open water and wells, 100? of recreation trails. Applications of herbicide will be directed so no damage will be done to non-target vegetation. Ozark Chinquapin, plum, persimmon, black cherry, French mulberry, dogwood, serviceberry, and Rough Hawkweed All site prep areas have some pine regeneration currently establishing itself. It is important that these pine trees not be treated. Site Prep Hack and Squirt The contractor shall apply herbicide in accordance with label directions. Contractor shall apply herbicides to the stem of vegetation as is necessary to prepare sites for planting or natural regeneration. This type of treatment is a common Reforestation Forestry Practice. Trees or Other Vegetation Designated For Treatment All hardwood trees taller than six feet and less than 10.0? d.b.h. (diameter of the trunk of a tree measured 4 ? feet above the ground level on the uphill side of the tree) shall be injected with herbicide mixture. All non-mast producing hardwood trees 10.0? d.b.h. or larger will be injected with herbicide mixture, (elms, maples, Sweet gum, cedar, ash). Injector cuts shall pierce the bark and penetrate the wood and form a good pocket to hold ? milliliter of herbicide mixture. Trees or Other Vegetation That Will Not Be Treated All mast producing hardwood trees 10.0? d.b.h. or larger will not be injected, (all oaks, all hickories, walnut, Black gum). Trees along property boundary marked with red paint, signs, tags, blazes or other survey information.
