Description

The National Institute of Standards and Technology (NIST), Acquisition Management Division, on behalf of the Precision Engineering Division, intends to negotiate on a sole source basis under the authority of FAR 13.106(b)(1), with Newport Corporation of Irvine, CA for a Custom Motion Control System. The Contractor shall provide a quantity one each Custom XY rZ System plus Actuators, Newport Model Number 11SI70545. Components include an Ultra Precision Linear Stage; High-Speed Precision Rotation Stage; and a High Performance Precision Motorized Actuator. Sole source determination is based on the following: NIST currently owns this identical system. The new system must be 100% compatible and interchangeable with the existing system hardware and software considered. Control and data acquisition elements which are interfaced to the stages and hardware must be compatible. Both the stages and the electronic control hardware must be compatible with the existing controller code. The systems will be utilized together for research purposes as well as to interchange parts when breakdowns occur. The stages need to be tuned and repaired from time to time. During these times, NIST requires work to continue with this equipment. The interchangability the identical stage will allow is essential. The hardware, software and technology is proprietary to Newport. Newport is the sole manufacturer and distributor of this system. The North American Industry Classification System (NAICS) code for this acquisition is 334516 and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations, however, responses received by August 23, 2006, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
