Description
The U.S. Department of Commerce/Bureau of Economic Analysis intends to negotiate on a non-competitive basis with Metafacts, Inc., 545 Second Street, Suite 2, Encinitas, CA 92024. The Government anticipates making a fixed price award of a purchase order.. The North American Industry Classification System (NAICS) Code for this acquisition is 541720 and the size standard is $6.5M. This requirement is to obtain data on household holdings of Personal Computers, that include both demographic information on the purchaser and information on the characteristics of the good. This data will be used to adjust the deflator for the value of the PC?s purchased by households for changes in consumer demographics. The Bureau of Economic Analysis will use the data to assess the usefulness of the data for the construction of an adjustment to our price deflators for household purchases of PCs and a capital stock measure for household holdings of PCs. The following are the data requirements: 1. The data must be from a representative survey of households. 2. The vendor must have consistent data for at least 15 years (although this pilot project involves only two years). 3. Data must be available for all PCs held by households (not just newly-purchased PCs). 4. Data on the peripheral equipment used with the PC must be available. 5. Data must provide demographic information on the households. 6. Data must provide detailed information on the type of PCs held by the household, the year they were purchased, and the uses to which the PCs are put. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish a bonafide capability to meet the requirements. Failure to submit such documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15-days after publication of this synopsis. All information in response to this notification must be submitted in writing to the attention of Amy.SandersWhite@noaa.gov, Purchasing Agent. Note 22 applies with the exception of number of days advertised shall read 15 days.
