Description
The Department's Request for Information (RFI)/Market Research regarding the e-Language Learning System (eLLS) is completed. A market research analysis designed to assess current industry capability and interest in further developing the eLLS project was conducted. A number of private sector organizations participated in the market research and related follow-up activities. Based on the results of this market research, and the interest expressed by the participating private sector organizations, we believe there is strong interest in the private sector in further developing the eLLS project. To support those in the field who can benefit from the research and development completed by the Department, the Department has released the eLLS system into the public domain by publishing the following items on the Department's web site: 1. The source code for the eLLS technology platform, minus proprietary software components for voice recognition and learning management. 2. Thirty-six English language scripts written by English as a second language experts and aligned with content standards. As a second step, to be completed over the next few months, the Department intends to add open source voice recognition and learning management software so that the software is a complete functional unit. Without adding these components, the underlying source code has limited use to those in the field who would like to take advantage of this work. The Department eventually intends to evaluate any built and implemented system that meets our technical and pedagogical specifications, as originally conceptualized in this research and development effort. Our first priority is to evaluate the English language implementation of the e-language learning system with a Chinese-speaking student population. In addition, we will consider evaluating a built and implemented English language system that is targeted on a Spanish-speaking student population. From the beginning of this project, the Department's goal has been to provide sound research that could be used to advance the technology of language learning for the benefit of our nation's children. We ask for your support in this effort, and continue to welcome your views on this subject. Finally, we encourage you to take an active role in further developing the eLLS or incorporating its strategies, scripts, and approaches into your current efforts. Please note, the Government will not pay for the provision of any information nor will it compensate any respondents for the development of such information. This notice is NOT A REQUEST FOR PROPOSALS and in no way obligates the Government to award any contract. ED will not be responsible for any costs incurred in responding to this notice.
