- Description
- The U.S. Department of Education, Office of the Secretary, intends to award a purchase order to obtain expert services for a training lecture to Department of Education staff about Emotional and Social Intelligence and implications for leadership, as well as the need to educate children to gain emotional and social intelligence. The contractor shall provide training lecture for a 90 minute session. The contractor shall be required to provide copies of all training materials, if any, for each attendee. Approximately 200 staff members will attend this session. The training lecture is tentatively scheduled for November 2, 2006. This purchase order is intended as a sole source award to Dr. Daniel Goleman, 866 United Nations Plaza, New York, NY 10017. Dr. Goleman is an internationally recognized expert in the field of emotional intelligence. He was co-founder of the Collaborative for Academic, Social and Emotional Learning at Yale University Child Studies Center, with the mission to help schools introduce emotional literacy courses. Dr. Goleman is co-chairman of The Consortium for Research on Emotional Intelligence in Organizations, based in the School of Applied and Professional Psychology at Rutgers University, which seeks to identify and recommend best practices for developing emotional competence. He has published various books and articles and is a renowned psychologist. Dr. Goleman has received many journalistic awards for his writing, including two nominations for the Pulitzer Prize for his articles in The New York Times, and a Career Achievement award for journalism from the American Psychological Association. In recognition of his efforts to communicate the behavioral sciences to the public, he was elected a Fellow of the American Association for the Advancement of Science. Dr.Goleman was recently ranked one of the top ten business intellectuals by the Accenture Institute for Strategic Change. This combination of expertise and comprehensive experience provided Dr. Goleman with unique qualifications possessed by no one else for this task. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR FAR 13.106-1(b). Interested persons may identify their interest and capability to respond to the requirementon or before the Response Date stated in this notice. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Award will be based on experience performing similar work, expertise in the subject matter and price.
