- Description
- This Amendment 001 is issued to provide Federal Student Aid Response to Vendor Questions received in response to the solicitation and to clarify the following: 1. The "Description" section, 4th sentence is deleted as follows: "FAR 52.212-2, Evaluation?Commercial Items Evaluation will be made on a best value basis where technical understanding and experience, past performance, and price are evaluated equally." 2. The "Instructions to Offerors, Evaluation Criteria" section is replaced with the following: Offers will be evaluated against three (3) criteria, which are listed below in order of importance: * Past Performance, based on relevance * Price * Technical approach that: - Masterfully integrates the GAO Framework with commercial benchmarks - Provides a solution that will deliver a practical and executable implementation plan The Government will select the offer(s) that represents the best value; in determining best value Past Performance is significantly more important than price and technical approach. More than one award may be issued in response to this solicitation. 3. Submission of Proposals: In addition to the original instructions, offerors may also hand-deliver proposals by the due date of Tuesday, August 22, 2006, 12:00 PM EST, to: U.S. Department of Education - Federal Student Aid Acquisitions Group - Solicitation # ED-06-R-0034 830 First Street, NE Washington, DC 20202 The Contracting Officer, Contract Specialist or designated representative must receive the package if hand-delivered subsequent to completing the x-ray screening process in the Federal Student Aid lobby. Please call the Contracting Officer or Contract Specialist from the Security Desk when hand-delivered proposals have completed the screening process.
