- Pacific Northwest National Laboratory (PNNL), operated by Battelle Memorial Institute under contract to the U.S. Department of Energy, solicits interest from companies interested in obtaining license rights to commercialize, manufacture and market the following technology. License rights may be issued on an exclusive and non-exclusive basis and may include specific fields of use. PNNL may also be available to licensee(s) to assist in further research and development of the technology under a sponsored research agreement. The Hazardous Materials Acoustic Inspection Device (HAZAID) is a portable, battery-operated, handheld system for real-time, sealed-container inspection and contents (liquid/material) identification. This acoustic technology directly addresses issues such as identification, confirmation or classification of substances and materials (CW agents, Hazardous/Flammable liquids, Liquid Explosives, etc.) during checkpoint security, field and first response operations, non-invasively and nondestructively. Other technologies such as X-ray are often quite costly, bulky, inadequate (in their ability to identify liquid contents), and impractical for immediate response scenarios. The HAZAID measurement platform is based upon correlating two acoustic physical property measurements (as a signature or fingerprint for identification/classification of liquids/solids) using nondestructive and non-invasive means for acquiring information through a solid material or liquid-filled sealed container. Additional capabilities include an automated container distance and temperature measurement, automated gain function, automatic accommodation for wall-thickness and correction for acoustic reflection and transmission coefficients in various wall-materials have significantly improved the measurement consistency and accuracy over available COTS technologies, allowing for the identification and discrimination of a much wider array of liquids. The HAZAID employs advanced acoustic signal processing methods to consistently and accurately measure the temperature corrected acoustic velocity (speed of sound) and relative acoustic attenuation in a fluid or material to: (1) Detect anomalies, contraband and hidden compartments in liquid-filled containers and solid form commodities; (2) Sort/Classify liquid types into groups of like and unlike; (3) Identify liquids and bulk-solids as a function of temperature, and; (4) Determine the fill-level in liquid-filled containers. The identification capability is based upon comparing the two measured acoustic signatures to pre-characterized profiles (acoustic velocity and relative attenuation as a function of temperature) of liquids and solids in the HAZAID database. This versatile tool can be employed to rapidly screen bulk containers ranging in size from a 55 gallon drum down to test tube sized containers in the field, checking for materials that can be used to build weapons of mass destruction, containers concealing contraband and illegal substances, and containers that have been fraudulently labeled. HAZAID significantly reduces the amount of time required to screen such containers at checkpoints, while at the same time increasing the reliability and accuracy of the screenings. Note: THIS IS NOT A PROCUREMENT. Any company interested in licensing this technology must respond with a letter of interest (may be submitted by e-mail) no later than 15 days from the publication date of this notice summarizing the company?s business and technical expertise and motivation for pursuing this opportunity. Companies deemed appropriate will be provided with further information on the technology. Such information may require an executed Nondisclosure Agreement. Respondents wishing to enter into negotiations for a commercial license will be required to submit a business plan within 30 days of the publication date of this notice. The Business Plan must show investment for production of the new product line, as well as the projected revenue stream and revenue strategy.
