Sources Sought Announcement This is a SOURCES SOUGHT NOTICE to determine the availability of small businesses (e.g., 8(a), veteran-owned small businesses, services-disabled veteran owned small businesses, HUB Zone small businesses, small disadvantaged businesses, and women-owned small businesses) having in-house capability to support the Clinical Trials Network (CTN). The requirements are detailed in items #1-10 of this announcement. The National Institute on Drug Abuse (NIDA) is soliciting capability statements from qualified businesses to provide resources to support the Clinical Trials Network (CTN). The development of the CTN was based, in part, upon a recommendation from the National Advisory Council on Drug Abuse and conclusions of the Physicians Leadership on National Drug Policy. The Institute of Medicine/National Academy of Sciences report "Bridging the Gap Between Practice and Research: Forging Partnerships with Community-Based Drug and Alcohol Treatment" also recommended a national network for drug abuse treatment trials. Following the first NIDA CTN solicitation in 1999, six CTN awards were made to awardees in California, Connecticut, New York, Oregon, Maryland, and Pennsylvania. After a solicitation in 2000, awards were subsequently made to five additional sites in Colorado, Florida, Michigan, Ohio, and South Carolina. In 2001, three additional sites were awarded in New York (Long Island), North Carolina and Washington. In 2002, there were three additional sites added in California, Massachusetts, and New Mexico. In 2004, nine of the first eleven grants were re-awarded and two new awards were granted; Texas and Pennsylvania (the Michigan and Colorado grants expired). Re-competition of the last six Nodes is pending (http://grants.nih.gov/grants/guide/rfa-files/RFA-DA-07-001.html). These sites represent a variety of treatment traditions that include pharmacological as well as behavioral and other psychosocial interventions. Furthermore, NIDA ensured a wide variety of patient populations in the selection of CTN recipients. Women, minority groups, and adolescents are well represented. This contract will support all activities to enable the CTN to conduct quality multi-site clinical trials on behavior, pharmacological, and integrated therapies in CTPs. The range of support services encompasses the following areas: 1. Coordinating logistic and operational support for a variety of CTN meetings; 2. Arranging the logistics and supporting the costs associated with coordinating network calls on an as needed basis; 3. Coordinating and paying for consultants who provide NIDA and the CTN grantees with expert advice on a variety of topics regarding the scientific and managerial aspects of the CTN; 4. Preparing publicity, meeting, and protocol related materials; 5. Providing a scientific writer/editor to prepare reports, take minutes of meetings and conference calls, and edit documents; 6. Reproducing and distributing research materials, protocol related documents, and educational materials; 7. Creating and maintaining administrative data bases to support the CTN activities; 8. Providing translational services for CTN materials and web sites already produced in English; 9. Updating and expanding the CTN web site; and, 10. Providing other miscellaneous support services. Information sent must be in writing and should be relevant and specific to the above technical area, on each of the following qualifications: (1) Experience: An outline of previous similar projects, specific experience in performing the items listed above ; (2) Personnel: Name, professional qualifications and specific experience of scientists and/or technical personnel who may be assigned as project director and other key positions; (3) Facilities: Availability and description of facilities and equipment required to conduct this type of work. Capability statements should include any other specific and relevant information about this planned procurement to improve our knowledge of offerors? capabilities. Interested organizations must demonstrate and document, in any capability statements submitted, extensive experience with and the ability to perform the above tasks. Organizations should demonstrate capability to administer and coordinate interrelated tasks in an effective and timely manner. Documentation may include, but not be limited to, contracts both Government and commercial the organization performed, references, i.e., names, titles, telephone numbers and any other information serving to document the organization?s capability, e.g., awards, commendations, etc. This notice is for information and planning purposes only and does not commit the Government to any contractual agreement. This is not a request for proposals. The Government does not intend to award a contract based on responses under this announcement nor otherwise pay for preparing any information sent for the Government?s use. Any proprietary information should be so marked. Interested organizations presenting a capability statement must provide the following: 1) company name and address; 2) point of contact, 3) phone/fax/email; 4) NAICS Codes, 5) business size and status, and 6) capability information in response to the requirement; and 6) type of small business your organization classifies itself as. Please submit written capability statements by August 30, 2006 to the NIDA Contracting Officer and reference project NO1DA-7-2211.
