Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. National Institute on Drug Abuse, Station Support/Simplified Acquisition, Office of Acquisitions- Neurosciences, on behalf of the National Institute of Mental Health (NIMH) intends to negotiate and award a purchase order on a non-competitive basis to Constantine Yiannoutsos, PhD., 11295 Brentwood Avenue, Zionville, IN 46077 to provide continued research regarding efforts for a study entitled, HIV INFECTION ON HUMAN BRAIN 08-06, the study of patients that have died of HIV, and for whom comprehensive neuromedical and neuropsychiatric data were gathered antemortem. The National NeuroAIDS Tissue Consortium TC), supported by NIMH Center for Mental Health Research on AIDS (CMHRA) and NINDS funding, was established in 1998 to collect, store, and distribute samples of nervous tissue, cerebrospinal fluid, blood, and other tissue from HIV-infected individuals. The NIMH and NNTC mission is to foster research on the effects of HIV infection on human brain by providing high-quality well ?characterized tissue samples from patients who died with HIV, and for whom comprehensive neuromedical and neuropsychiatric data were gathered antemortem. Researchers can request tissues from patients who have been characterized by: degree of neurobehavioral impairment, neurological and other clinical diagnoses, history of drug use, antiretroviral treatments, blood and CSF viral load, neuropath logical diagnosis. The resource was established in 1998, shortly after HAART treatment became available in developed countries. Patients being enrolled into the NNTC and organ donation program were thought to be end stage patients at the time of their enrollment. Due to the success of HAART in managing HIV disease progression, enrolled volunteers have survived much longer than expected and NNTC has become an unanticipated extremely valuable cohort. The NNTC coordinating center has been collecting biannual data on approximately 1800 subjects. The database was not originally designed to answer epidemiological questions as the primary goal of the NNTC was to enroll late-stage patients and be a bank for brains and fluids. The NNTC now needs to acquire statistical expertise in order to determine how to best move forward in terms of assessing the value of the repository in terms of database-derived analysis and associated basic research projects, modifying current database practices, and making recommendations regarding potential changes in clinical protocols or patient targeted demographics to optimize the scientific value of the resource. The contractor will provide the following service. . Serve as an external advisor to the National NeuroAIDS Tissue Consortium . Participate in monthly one-hour Steering Committee conference calls. . Provide advice on the implementation of standardized protocols for clinical, neurological, neuropathological and neuropsychological assessment and tissue collection for the consortium, particularly as relates to statistical considerations. . Provide suggestions regarding the central database operations and its role as a conduit between the NNTC principal investigators and the public; facilitate the identification of data demographics and key descriptive statistics for the public website. . Provide expert opinion regarding the scientific strengths and limitations of the NNTC database in terms of genetic epidemiology research and other type research projects; help identify research areas of promise based upon the database capabilities. . Participate in annual External Advisory Committee meetings, Steering Committee Meetings, or Scientific Agenda priority meetings when scheduled. . Recommend to the NNTC Steering Committee analyses that could be performed on the existing NNTC core data elements. Discuss requests for analyses from NNTC Steering Committee members. Provide advice to the NIMH, NNTC Steering Committee and NCD statistical and data. management staff regarding analyses approved by the NNTC Steering Committee and in the preparation of reports detailing the outcomes of approved analysis. Assist in evaluating the feasibility of adding additional core data elements considering Their scientific value, consistency in definition, and completeness across sites. Attend annual face-to-face NNTC meetings in Maryland. Period of Performance: September 2006 ? June 2007 Deliverables The goal of the NIMH contract is to (1) determine the value of the repository in terms of database-derived analysis and associated basic research projects (2) identify database associated practices that would optimize its scientific value (3) identify appropriate protocol or patient related information or demographics that may need to be altered in or to maximize the scientific value of the NNTC and perhaps minimize the research costs associated with maintaining a cohort. These results will be provided by reports. Dr. Yiannoutsos, Ph.D has proprietary data (Far 6.302-1) due to the nature of the information obtained during the study performed by the NIMH. Contracting with another contractor at this phase of this requirement would not provide any cost savings to the Government. The North American Industry Classification (NAICS) Code is 541690 and the Size Standard is $6.5. The acquisition is being conducted under simplified acquisition using FAR 12 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
