- The Federal Bureau of Prisons (FBOP), Central Office Business Office, is seeking quotes from qualified individuals in the Washington DC commuting area, to perform services of a Counter-terrorism Intelligence Officer. A single award is anticipated. The services will be performed at the Federal Bureau of Investigation (FBI) Headquarters Office located in Washington DC. Awardee will provide services related to the management, design, development, planning, and initiating of research projects and perform analytical research functions to prepare finished written and/or oral intelligence reports and studies pertaining to international and domestic terrorist activities. Finished studies/reports are typically speculative estimates depicting long range estimates and future effects on such areas as international and domestic acts of terrorism; link analysis studies regarding incarcerated terrorist subjects and their relationship with persons of interest in the community, major transportation routes and their patterns of movement; illicit explosives and weapon availability and use; money laundering activities; existing and evolving terrorist organizations; and the like. Reports also identify short and long range strategic methods of filling same to achieve maximum efficiency. Reports and studies are authoritative and impact on national law enforcement trends, strategies and programs. Awardee establishes and maintains effective working relations with counterparts in the U.S. intelligence and defense community. Represents the FBI Counter-terrorism Division and the National Joint Terrorism Task Force as special projects manager, intelligence analyst and production expert in working groups and committees inside and outside of the government. The FBOP anticipates a firm-fixed price nonpersonal services contract. The aggregate performance period will consist of a 12 month base and four 1-year (12 month) options. Awardee will be required to work 40 hours per week. The estimated quantities for the base and each option year are 2080 hours per year. The solicitation will be available on or about August 21, 2006 and will be distributed solely through the General Services Administration?s Federal Business Opportunities website at www.fedbizopps.gov. Faith-Based and Community Based Organizations(Aug 2005) can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible.
