- The Federal Aviation Administration (FAA) intends to issue a contract for support services for the Office of Accident Investigation's Aviation Safety Hotline Program located in Washington, DC. The Aviation Safety Hotline Program provides a means for which persons, with specific information, report violations of Title 14 of the Code of Federal Regulations and unsafe aviation practices while maintaining their confidentiality or anonymity, if requested. This announcement is a Market Survey/Request for Information. The purpose of this market survey is to solicit statements of interest and capabilities from SBA Certified 8(a) and Small Business concerns. The FAA is seeking interested sources that are capable of providing program support services. At this time the nature of the competition has not been determined. This market survey is being conducted in order to obtain the information necessary to aid the FAA in its determination as to whether adequate competition exists to set-aside the competition among eligible socially and economically disadvantaged businesses (SEDB) that are certified by the SBA for participation in the SBA's 8(a) Program, or whether it is more appropriate to conduct this procurement using other Small Business competitive procurement procedures. The principal North American Industry Classification System (NAICS) code for this requirement is 561110, with a size standard of $6.5 Million. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA SEDB 8(A) Certification letter (if applicable). The failure to obtain adequate and appropriate SBA SEDB 8(a) or other small business participation in this Markey Survey MAY result in a determination to conduct this procurement under other competitive procedures. Services and tasks that must be provided include the following: Task 1 - Aviation Safety Hotline Support The Contractor must provide the appropriate personnel with knowledge and skills in aviation to evaluate aviation safety related information reported to the FAA Aviation Safety Hotline; contact hotline complainants to gather further information for assignment or make recommendations on procedures relevant to their complaint; enter applicable aviation safety related information in the Aviation Safety Hotline Information System (ASHIS), and document, track update aviation safety related information in the ASHIS; generate and assign reports and related background information to the appropriate FAA investigative offices for investigation or information, assist the public in translating FAA regulations and providing recommendations on procedures and policies, relevant to their complaint; handle sensitive unclassified information in accordance with Aviation Safety Order 8000.73. Task 2 - Accident Investigation Duty Room Support The Contractor must provide the appropriate personnel for support services on an as needed basis to collect, copy and distribute FAA Form 8020-9, notices, bulletins, and news articles; review, research, and prepare notices for data entry into the Duty Room database, and perform data entry into the Duty Room database and generate onto the FAA Internet Website. The FAA intends to have a resultant contract in place by Jan 2007. The anticipated period of performance is one 9-month base period, with up to four (4) 12-month option periods. This contract is for one Aviation Safety Information Specialist, working a 5-day workweek, Monday through Friday, 8:00 - 4:30 p.m., excluding federal holidays and government closings. All responses (one response per company) are to be provided on company letterhead and limited to a total of 10 typewritten pages. No type font less than 11-point may be used. Interested sources are required to provide the following: 1. A Capability Summary describing the corporate approach to performing the work specified above. At a minimum it shall address: a) The vendor's overall corporate structure from a technical perspective; i.e., how it is aligned (top-down) to oversee, manage and ensure services to the Customer. b) The vendor's ability to provide personnel to meet the following minimum qualifications: A Bachelor of Science or Bachelor of Arts in aeronautical science, aviation safety, aviation program management, aviation law or related field AND at least five years of experience in the aviation field. A Masters Degree in aviation science, aviation safety, aviation program management, aviation law or related field can be substituted for two-years of experience in the aviation field. Experience in communicating with the public, oral and written communication, problem-solving and organizational skills. Knowledge of the Federal Aviation Regulations and familiarity with the FAA Aviation Safety Hotline functions and the Freedom of Information Act process are preferred. c) The vendor's access to additional resources, skills, subcontractors, subject matter experts, etc., if necessary to successfully perform the proposed effort. If subcontracting, partnering or teaming arrangements are anticipated to satisfy the requirements, those arrangements must be identified, as well as the estimated percentage of the total effort that each subcontractor, partner or team member will provide of the total effort. d) The vendor's program management support, planning techniques, and other resources to be employed in rendering the services described in each of the tasks specified above. e) The vendor's overarching cost and schedule management controls to be employed in performing the tasks specified above. f) The vendor's approach to ensure a smooth and seamless transition. 2. Information concerning contracts that are considered relevant in demonstrating ability to perform the proposed effort for a Government agency or private company. The description, at a minimum, shall include for a contract performed within the past three (3) years: a) Project title/description b) Customer name c) Project start-end dates d) Project Value e) Client point of contact information including e-mail address and telephone number f) Description of work performed g) Description of why work is relevant to the proposed effort. 3. A completed Business Declaration form. If subcontracting, partnering or teaming arrangements are anticipated to satisfy the requirements, then a separate Business Declaration form for each subcontractor, partner or team member must also be provided. The FAA will not be liable for costs associated with the preparation and submittal of inquiries addressing this announcement. Responses will not be returned. This is not a request for competitive proposals and will not result in a contract award. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the respondents. No collect calls or telephone inquiries will be accepted. Since this is a sources sought announcement, no solicitation exists; therefore do not request a copy of the solicitation. If a solicitation is issued, it will be synopsized on the FAA's contract opportunities web page. It is the potential offeror's responsibility to monitor this site for the release of any solicitation.
