Description
SOLE SOURCE NOTICE: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source (Raytheon Solipsys) under the authority of FAR 13.106. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 5 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally by considered solely for the purpose of determining whether to conduct a competitive procurement. Sole Source is based upon this vendor being the only vendor able to provide follow-on acquisition of a system already developed specifically for the NORAD-NORTHCOM mission needs. Procuring from a different source would mean additional development and integration costs, as well as an unacceptable time delay. 6EA Sotware and licenses for Solipsys Products 0102001(Use License), 0402001(Upgrades), 0502001 (Support). 1Ea Installation and Training as stated in Statement of Work (SOW) SOW 1. Goal: To install multiple TDF displays at Peterson AFB showing the NCS track picture, similar to the current presentation to CMOC. 2. Tasks In the current Design, it seems necessary to: 1. Introduce a new data tap off of the existing replicator at Tyndall 2. Configure a new cryptographically secure high-bandwidth connection from Tyndall to Peterson 3. Introduce a new IP replicator in the network room at Peterson 4. Install and configure a IP switch for this new display network 5. Install and configure new workstations (blade enclosure) 6. Install remote KVM workstation 'heads' 7. Install TDF (NCS Edition) on those workstations 8. Train personnel in the operations and maintenance of this new equipment. 3. Statement of Work 3.1 Tap data from existing replicator Solipsys engineers have already assisted SEADS/CONR CM personnel in configuring a new data feed off of the existing replicator. An unused network interface will be put into service on both the primary and backup machines, and a new route will be added to support the downstream data path once the hardware is installed at Peterson AFB. 3.2 Configure connection to Peterson The customer will provide the network connectivity, cryptographic equipment, appropriate infrastructure (racks, power, cooling, etc..), network addresses, and qualified technicians to configure this secure connection. Solipsys will be provided with the ?Red? side network addresses. 3.3 IP Replicator at Peterson The customer will provide the hardware and infrastructure for a PC with at least 2 network interfaces and appropriate memory and CPU as described in the Engineering notes. Solipsys requires that the machine run Windows 2000, Windows XP, Solaris 8, Solaris 10, or Red Hat Enterprise Linux 3 or newer. Solipsys will provide software installation support and customization. 3.4 IP Switch The customer will provide the hardware and infrastructure for an IP switched network capable of supporting the required number of workstations, servers, and allowing for 50% system growth. Solipsys will provide support in configuring this network as appropriate for a TDF display network. 3.5 Blade workstations The customer will provide hardware and infrastructure for 12 workstations with 2GB RAM, 3.5GHz Pentium 4 CPU, 80GB physical storage, and accelerated graphics (or better). These machines should run Windows XP. The customer will provide access to personnel to allow for customized configuration of these machines to include such elements as removing firewall and virus scan processes as well as network customizations. 3.6 KVM Heads The customer will provide hardware and infrastructure for the displays for these machines. 3.7 Install TDF Solipsys will provide support for installation and configuration of TDF, NCS Edition on the workstations. The software version will match that which is installed at the NORAD Air Defense Sectors. 3.8 Training An informal class to include the same topics as the formal class, but presented as On the Job Training, where the installation engineer will pass on knowledge and run small sessions at the workstations, rather than in a formal classroom environment with prepared syllabus, goals, and evaluations. 3.9 Travel Two engineers will travel to the customer site to install software and connect required interfaces. Once the system is operational then they will provide user and maintainer training.
