- This is a Sources Sought Announcement only for purposes of conducting Market Research. There is no solicitation available at this time. Request for a solicitation will not receive a response. The Southern Region Contracting Center- East (SRCC-E), Ft McPherson, Georgia is conducting market research to find out how many sources are available to conduct foreign language training. Background information: There is a burgeoning need for foreign language requirements throughout the Department of Defense (DoD) attributable to the Global War on Terrorism and the Wars in Iraq and Afghanistan. Within DoD there is a tremendous shortfall of linguists to support the Global War on Terrorism in a number of languages such as Arabic, Dari, Pashto and other low density languages. The Army has faced this challenge in a variety of ways to include increased instruction for Soldiers, increased performance of document exploitation (i.e.translations) and development of self-paced curricula for low density languages in the Global War on Terrorism. To facilitate training in US Army Forces Command (FORSCOM), Command Language Programs (CLPs) are the vehicle for accomplishing this mission-critical language training. Additionally, there are new requirements for the higher levels of language proficiency to accomplish military tasks and expanded technical requirements necessary for commanders to ensure linguist proficiency. CLPs provide facilities, equipment and a workable combination of classroom instruction, self- paced training opportunities, web based instruction and unit training to meet the needs of professional Army linguists, as well as all other Army personnel requiring foreign languages in performance of their military mission and duties. As the Army participates in JOINT missions, CLPs may also provide services to linguists from other branches of the military such as the Air Force, Marines and Navy. The Marine Command and Staff College and Quantico, Virginia will conduct Familiarization Training in French and Arabic under this contract. Other Army Major Subordinate Commands (MSCs) such as INSCOM, the Army National Guard Bureau or other DoD agencies such as the Defense Language Institute Foreign Language Center (DLIFLC) may contract for foreign language instruction or other language services such as curricula development or translation under this contract. Agencies such as the National Virtual Translation Center (NVTC) may also procure translation services under this contract. The Contractor shall provide foreign language instructors and technology services and the appropriate level of management and administrative functions to support the FORSCOM CLP and will train Military Intelligence (MI) Military Occupation Specialty (MOS) language-required, mission essential foreign language skills to professional Active Component (AC) and Reserve Component (RC) linguists. Primary regional sites are at Fort Bragg, North Carolina, Fort Hood, Texas and Fort Lewis, Washington. The majority of the linguists are graduates of the resident courses at DLIFLC holding language required MOSs. Soldiers of all MOSs may participate in pre-deployment familiarization training. Training ranges from survival language/cultural awareness orientations of varying lengths from one or two hours to months of training for Soldiers deploying to foreign countries as well as beginning level language training for specified units; refresher, maintenance and sustainment global language training; intensive or iso-immersion type courses and MOS/mission specific training for military linguists. RC units from all services are trained in full-time study during two-week annual training periods and on Saturday and Sunday monthly drill weekends. Training may be conducted in the evenings if required. DISTANCE LEARNING: Linguists in the field must prepare for specific missions/contingencies as well as practice their technical, military language skills. Reserve linguists require self-paced materials to study in-between drill weekends. Teachers use distance learning for homework. Military lessons and classroom enhancements are developed using authorware and distributed via CD or via the Internet. The anticipated North American Industrial Classification System code for this acquisition is 611699; small business size standard is $6.5Mil. The Government will not reimburse any concern for any information that is submitted in response to this Sources Sought request. Any information submitted is voluntary. Interested business concerns are invited to provide a capabilities statement via email. If available, please provide GSA Contract number and estimated cost range. All interested business concerns are required to respond to the sources sought announcement via email by August 24, 2006, 12:00 p.m. EDT. Responses shall not exceed 10 pages and must include business size (large, small, 8(a), SDB, VO, WO, HubZone e.g.), company point of contact, email address, telephone and facsimile numbers. The information provided in response to this sources sought will be part of the acquisition strategy for this requirement.
