- The Naval Air Systems Command (NAVAIR) intends to contract on a sole source basis via task order under Basic Ordering Agreement N00019-05-G-0026 with McDonnell Douglas Corporation (MDC), a wholly owned subsidiary of The Boeing Company for the procurement of an F/A-18E/F Series Aircraft Avionics Familiarization (FAM) class for up to 40 students on a sole source basis. The 3 day FAM class pertains to providing the student with an understanding of the architecture, operation and location of the units that make up the avionics systems on the F/A-18E/F aircraft. Information on the aircraft/avionics design will be presented. A view of the aircraft avionics systems will be provided from the maintainer?s and operator?s points of view. The FAM class will be provided at NAS Patuxent River, Maryland, or the in the local vicinity on or about 19 through 21 Sep 06. The Boeing Company is the sole designer, developer, manufacturer and integrator of the F/A-18 aircraft in its various configurations and the only known source with the requisite unique specialized experience, knowledge, expertise, data and on-site personnel base necessary to accomplish this effort. Any interested party must have the approved facility(ies) and personnel clearance necessary and also obtain any required clearances to meet scheduled requirements. Any respondent must also submit a Statement of Qualification to demonstrate the ability to perform to the Government?s needs within the required response time. This synopsis is for informational purposes only per FAR 5.101(2). The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Per FAR 5.101(2), the response time in numbered note 22 is changed to ten days. Please see Numbered Note 22.
