Description
The Fleet and Industrial Supply Center, Norfolk Contracting Department, Philadelphia Division intends to solicit on a total small business set-aside basis for the supply of one (1) each of Shear, heavy duty, hydraulic, guillotine-type in support of the Naval Pubic Works Center, Philadelphia, PA. Request for Quotation N00140-06-Q-3073 contemplates a Firm Fixed Price- type purchase order contract with delivery on an FOB Destination basis no later than 30 days ARO. The applicable North American Industry Classification System code is 333991 with a size standard of 500 employees. This is a combined synopsis/solicitation for commercial items prepared in accordance with the with the format prescribed in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, and in conjunction with FAR Part 13, Simplified Acquisition Procedures. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-07. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.arnet.gov/far and www.dtic.mil/dfars. It is requested that qualified sources are capable of providing the following Contract Line Item Number (CLIN): CLIN 0001, Quantity 1 each, Shear, heavy duty, hydraulic, guillotine-type in accordance with the specifications delineated below. Specifications/Minimum Requirements 1. Capability to cut aluminum up to ? inch thickness and steel up to 3/16 inch thickness 2. Cutting lengths of 8 feet or greater with approximately 24+ strokes per minute 3. Material hold-downs at several locations 4. Shall include the following safety features: finger board, electronic eye type sensors, and ?dead man? switches. 5. Back gauge of 24 inches (depth) or greater 6. Electrical Requirement ? 220 Volt x Three (3) Phase, pre-wired for 220 volts The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Quotation Requirements Contractors are required to submit their quotes in two separate parts as follows: Part I Technical Information Technical information shall not exceed 50 pages. This part shall contain descriptive literature (or any other supporting documentation) to show evidence that proposed product meets all of the specification requirements. Part II Price quotation EVALUATION - COMMERCIAL ITEMS (FAR 52.212-2) The Government will award a contract resulting from this solicitation to the low-priced, technically acceptable quote. Offerors are advised to include a completed copy of the provisions at 52.212-3 and 252.212-7000, Offeror Representations and Certifications-Commercial Items, with their offer. The clauses at 52.212-4, Contract Terms and Conditions-Commercial Items. The clauses at 52.212-5 and 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, apply to this acquisition, with the following clauses checked as applicable: 52.222-26 Equal Opportunity, 52.222-35, Affirmative Action for Disabled Veterans and Veterans or Vietnam era, and 52.222-36, Affirmative Action for Workers with Disabilities.
