Description
1.0 The Space & Naval Warfare Systems Command (SPAWAR) intends to post a Broad Agency Announcement (BAA) in September 2006 to solicit white papers on various engineering studies for the Advanced Communications Package (ACP) Program. The BAA will specify the engineering study topics on which white papers will be sought. ACP is a communications payload for MQ-8B Firescout Vertical Take off and Landing Unmanned Aerial Vehicle (VTUAV) that will extend the range of off- board sensors from the Littoral Combat Ship (LCS). ACP will be integrated and operated with the VTUAV. ACP will provide a non-Satellite Communication (SATCOM) Over-the-Horizon (OTH) data relay capability between the LCS and its remote sensors, thus allowing the LCS to develop and maintain an OTH tactical picture of the battlespace using organic sensors. These sensors will include unmanned vehicles and deployable sensors. ACP will simultaneously relay control signals and data via TCDL and L-Band data links between the LCS and its sensors. 2.0 SYNPOSIS TERMS - THIS IS AN ADVANCED NOTICE SYNOPSIS ONLY. THIS IS NOT A NOTICE OF SOLICITATION OR BAA ISSUANCE. This synopsis is issued solely for information and planning purposes - it does not constitute a BAA or a promise to issue a BAA in the future. This synopsis does not commit the government to contract for any supply or service whatsoever. If a BAA is released, it will be posted on the SPAWAR E-Commerce Central website at https://e-commerce.spawar.navy.mil. It is the responsibility of the potential respondents to monitor this site for additional information pertaining to this potential requirement. The information provided in this synopsis is subject to change and is not binding on the Government. Further, the release of this synopsis should not be construed as a commitment or as authorization to incur cost for which reimbursement would be required or sought. Respondents are advised that the U.S. Government will not pay for any information or administrative cost incurred in response to this synopsis. All costs associated with responding to this synopsis will be solely at the interested party's expense.
