Description
NAICS Code: 325211 The U.S. Environmental Protection Agency (EPA) Security Management Division intends to award a firm fixed price purchase order for 30,000 PIV smart cards. Homeland Security Presidential Directive (HSPD) established policy for a common identification standard for Federal employees and certain contractors. Federal Information Processing Standard (FIPS) 201-1 implements the Directive by defining the overall technical requirements for Personal Identification Verification (PIV), the foundation of the common identification standard or PIV card. All Federal agencies, including EPA, must be fully PIV-compliant, including technical specifications, components and processes required for PIV interoperability, by October 27, 2006. In order to meet the requirements and objectives of HSPD-12 and FIPS 201-1, the Agency has initiated the EPA Personnel Access and Security System (EPASS). This system will establish a compliant credentialing program that encompasses the full set of badge life cycle activities while enhancing the security of EPA employees and personnel, facilities and IT systems. One of the key components of the Agency's EPASS is the PIV card. Oberthur, has developed cards compliant with all aspects of FIPS 201-1. In addition, these cards have undergone testing by the National Institute of Standards and Technology (NIST), certification by the General Services Administration (GSA) and been placed on the Approved Products List (APL). Pursuant to the Office of Management and Budget's (OMB) direction, all procurements related to implementation of HSPD-12 must be made using GSA's Schedule 70 and the APL. The only known source for the PIV cards that meets this criteria is Oberthur Card Systems of America. The Government intends to award a purchase order resulting from this Request for Quote to the responsible business whose offer, conforming to the solicitation provisions, will be the most advantageous to the government. Any firm believing itself to be capable of meeting EPA's requirement as stated herein may submit a quote, which if received by close of business August 31, 2006 will be considered.
