NAICS Code: 541380 The RFQ is amended as follows. The hour and date specified for receipt of quotes is not extended. Quoters must acknowledge receipt of this amendment prior to the hour and date specified on the quote, or by separate fax or hardcopy acknowledgement. Failure of your acknowledgement to be received by the CO via fax or hardcopy prior to the hour and date specified may result in rejection of your quote. If by virtue of this amendment you desire to change a quote already submitted, such change may be made via a fax or hardcopy received by the CO prior to the date and hour specified. E-mail or phone amendment acknowledgements may not be accepted. EPA Region III seeks fax or hardcopy quotes from concerns for the Delivery of Analytical Services - Radionuclides. Fax or hardcopy quotes shall be received by the CO by 4pm ET on Th Aug 17 2006 (Fax 215/814-5211). E-mail or phone quotes may not be accepted. 100% Small Business Setaside. 1) May state certified labs submit a quote? Yes. 2) Is the lab contractor going to receive one single container with all materials to be analyzed for all the radionuclides listed in Appendix A?; or a separate container for each radionuclide? Samples shall be submitted as efficiently as possible, using the least amount of jars. However, the volume and number of containers used may vary. 3) For assorted materials, must each swipe be analyzed for all radionuclides? For the wipes and debris samples, only three radionuclides are required to be analyzed. For the building material samples, all radionuclides are required to be analyzed. 4) Approximately what will be amount of sample (g or kg) available for analyses? Approximately between 200-500 grams depending on the radionuclide. 5) Since the EPA 9XX methods listed in Appendix A are for drinking H2O, and the bldg material samples will be solids, does it mean that the contractor lab may select any approved method to digest, dissolve or distill the sample and then continue with the appropriate EPA 9XX method listed in Appendix A? The laboratory can use any modifications they need to prep the samples for the analyses, as long as they can meet the required detection limits. 6) It is understood that it is allowed to analyze gamma spectrometry those radionuclides such as Cs-137 and Co-60. Is that correct? Yes. 7) How many and which type of QC samples such as blanks, duplicates, spikes, etc do you require per group For laboratory QC, typically every 20 samples should have associated QC samples including lab duplicates, blanks, and spikes. 8) Is Tl204 correct or is it Tl208? Tl-204. 9) CLP does not have a standard reporting format for radiological data, will a Level 4 data package be acceptable? The data package should contain all Forms and raw data necessary for the Govt to perform a full validation. 10) Example: Ac227 you measure the Th227 activity in the sample. May DOE LANL ER200 be used for Th analysis? Yes. 12) What time frame will the samples be collected? Will they be submitted at once or over a period of time? The samples will probably be submitted over a month from the date of order but no later than 11/15/06. 13) Will all the analyses be collected on each sample or will some samples get one or only a few of the anlayses? For the wipes and debris samples, only three radionuclides are required to be analyzed. For the building material samples, all radionuclides are required to be analyzed. 14) Will lab contractor staff be required to attend legal proceedings in person? In the very unlikely event that lab contractor staff will be required to attend any legal proceedings, the order will be modified to pay the lab contractor for reasonable expenses.
