Description
The U.S. General Services Administration, Region 1, Boston, MA, intends to negotiate on a sole source basis under the statutory authority of 41 U.S.C. 253(c)(1) Only one Responsible Source and no other Supplies or Services will Satisfy Agency Requirements, with Oak Point Associates, Inc. of Biddeford, ME. The GSA supports the US Navy, Portsmouth Naval Shipyard, Department of Public Works, and is conducting the acquisition to obtain a Facilities Assessment for buildings located at the USS CONSTITUTION park located in the Charlestown neighborhood of Boston, MA, for the Portsmouth Naval Shipyard. The contractor will perform a life safety code compliance and condition assessment with documentation of USS CONSTITUTION facilities in Boston MA are required. The total scope of work includes buildings 4 & 5 that support Exercise/Gym areas located on the first floor of Building 4, Administrative Offices, Laundry, Mail Room, Galley and Community room located on the second floor of Building 4 and 5 and Berthing areas located on third floor of Building 5. The Contractor shall undertake a complete mechanical survey of all heating, ventilation and air conditioning equipment serving the third floor and attic, domestic hot water / plumbing services, and document the existing system, specification of repairs and improvements needed, and a detailed schedule of all recommended maintenance. Documentation of the existing system includes arrangement drawings showing all HVAC equipment, piping, wiring and controls, equipment schedules giving all nameplate and basic design data for all equipment, wiring diagrams for all electrical devices, and control diagrams and sequences of operation. Survey of the existing system also includes determination of the systems? compliance with all manufacturers? installation recommendations. Report all findings to the Government for consideration of action to be taken. The Contractor shall complete a survey of all electrical distribution equipment serving the areas of the first and second floors occupied by the Navy, Documentation of the systems surveyed, a report covering repairs and improvements needed, and a detailed schedule of all recommended maintenance. Documentation of the system includes a location and one-line drawings showing all building electrical distribution equipment including service entrance equipment and building feeders back to the serving transformer. This documentation shall include transformer KVA rating, impedance, feeder cable size/type and length. The survey of the building electrical systems shall also include a determination of the systems? compliance with all NFPA codes (e.g. Life Safety Code and the National Electrical Code). In addition to the original submission, the contractor shall present all documents in one complete set of electronic disks. The electronic format shall be in MS Office and AutoCad formats, on CD ROM disks. NO ARCHITECT-ENGINEER SERVICES ARE REQUIRED AND ARE NOT BEING CONTRACTED FOR BY THIS PROCUREMENT. The North American Industry Classification System (NAICS) Code for this acquisition is 541330. This procurement will be conducted in accordance with FAR Part 13, Simplified Acquisition Procedures. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. There are no specifications other than as provided in this Notice. An interested party may submit a maximum of three, but not less than two, pages addressing its capabilities to perform this work within the Government's budget of less than $100,000.00. Written capability statements must be submitted on or before 2:00 p.m., August 24, 2006. Responses received after 2:00 p.m., August 24, 2006 or without the required documentation will be considered non-responsive and will not be considered. Such documentation will be utilized solely for the purpose of determining whether to conduct this procurement as a Small Business (FAR 19.502-2)set-aside competitive acquisition. The Government will not pay for any documentation provided in response to this synopsis and documentation received will not be returned to the sender. A determination by the Government not to compete this requirement on a full and open competitive basis, based upon responses received to the synopsis, is solely within the discretion of the Government. Telephone calls made in place of the required documentation will not be accepted.
