Description
The General services administration has a requirement for the Department of the Army to do a sole source logical follow-on contract in accordance with 6.302-1. The computer controlled IT equipment is referred to as an Anemometer Cross-track Measurement Experiment (ACME) and is available only from the University of Texas at Dallas, who has developed this instrument under a previous task contract . The AFRL conducts ongoing research which often requires complex IT equipment to process and reduce a variety of data collected by and associated with satellites in earth orbit. The purpose of this acquisition is to provide the AFRL with an ACME, a computer controlled device which will be used to collect, process, and communicate data associated with a satellite in a circular orbit. The ACME is the only known instrument that can measure the satellite neutral cross-track winds at a 350-kilometer altitude. A previous ACME has been delivered and integrated onto the Air Force C/NOFS satellite to be launched in early 2006. Also an ACME has been successfully flown on a sounding rocket and is therefore a developed and proven technology. Because of delays in the availability of a launch with a suitable circular orbit, the task wass been delayed and can not be completed by the required delivery date of 11-30-2005. This sole source contract is proposed by GSA as a means to finish the remaining work. The Statutory authority fir other than full and open competition is 10 U.S.C. 23(c)(1).
