- Description The USPS is currently seeking information on available technology and supply sources, in the area of mail processing technology for the USPS Mail Recovery Center’s incoming Undeliverable Letter Mail, which can provide products that function to the general specifications described in this notice. The USPS seeks to determine what sources exist which meet the USPS requirements for this purpose of procuring two Mail Recovery Systems (MRS). Delivery and installation of the two MRS machines will be required on or before September 29, 2006. The USPS is seeking to deploy two MRS machines to automate the processing of the two Mail Recovery Center’s incoming Undeliverable Letter Mail volume. The automated processing of this Undeliverable Letter Mail shall result in manual hour savings. The objective of this notice is to gather product information from current technology sources that can meet the requirements specified herein. This is a request for information only and is not a solicitation to purchase equipment or services. Information gathered through this announcement may be used to pre-qualify sources for a potential procurement and the opportunity to submit a proposal for this solution. Technical Requirements An acceptable MRS machine would be a simple, single pass, small footprint machine that performs many functions and has the following features: • Video Facing requiring front and rear OCR cameras. • A magnetic sensor to detect and separate contents of value (checks, money orders, cash, etc) from letters containing general correspondence. • OCR Enhancements to detect certified mail, registered mail, and insured mail. Potential suppliers shall provide real-time performance data depicting their system’s capability to detect magnetic fields of credit cards and cash inside letters, and the capability to detect certified mail, registered mail, and insured mail. Additional requirements are: • Address read capability. • Attain a maximum of 2% error rate in all categories. • Minimum of 7 stackers capable of holding a minimum 16.5” of mail. • Ability to process 3/8" thick mail. (Typical testing of the MRS will use ¼” mail, while 3/8” will be in-plant tested with its own test mail.) • Throughput of 10,000 pieces per hour minimum. • The footprint shall not exceed 100 sq ft. • Apply labels to the POSTNET barcode area as needed. • Supplier to provide On-Site Maintenance Support. Schedule & Deliverables For purposes of this technology assessment and market survey, potential suppliers shall provide MRS machine descriptions with performance data for USPS review. This information should include a complete description of a working unit which substantiates the supplier’s ability to meet the technical requirements. This information should include descriptions of existing systems that are deployed to commercial or postal/government organizations. This written information shall be delivered to Mr. Tom Raspet (address noted above) no later than June 12, 2006. Minor variations to the values expressed within the above technical requirements will be considered by the USPS if such systems are currently in use in other postal administrations or market applications. Following USPS review of the submitted MRS machine descriptions with performance data, a pre-qualification determination will be made and if appropriate, competitive evaluation testing plans will be furnished. The prequalified suppliers will be firms whose record of performance in the market place has demonstrated their ability to perform to consistently high standards. Interested parties shall submit a total of three copies (two hard copy and one soft data copy) of any company promotional handouts, brochures, catalogs, technology performance specifications, and equipment operating manuals that meet or exceed these specifications and requirements to the address provided in this announcement. Overly elaborate responses are neither expected nor required. The USPS by issuance of this notice makes no commitment to the acquisition of any MRS machine technology.
