Description
SUBJECT: PANALYTICAL INC MODEL TTK-450 LOW TEMPERATURE CAMERA (STAGE) OR EQUAL. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 13, Simplified Acquisitions, as supplemented with additional information included in this notice. QUOTES ARE BEING REQUESTED. Responses shall reference Request for Quotations No. DE-RQ26-06NT00756, The U.S. Department of Energy, National Energy Technology Laboratory (NETL), Pittsburgh, PA intends to purchase the following: PANALYTICAL INC TTK-450 LOW TEMERATURE CAMERA (STAGE) AND OPERATING SOFTWARE UPGRADE FOR PANALYTICAL X???PERT PRO MPD X-RAY DIFFRACTOMETER to include the following specifications: Specifications for TTK-450 Low Temperature Camera (Stage) and Operating Software Upgrade for PANalytical X???Pert Pro MPD X-ray Diffractometer. Sample Stage Requirements: 1) Temperature Range: -196??C (liq N2) to 450??C under vacuum or inert gas. 2) Liquid N2 delivery and control system 3) Mounting hardware, plumbing and wiring to adapt stage to existing PANalytical X???Pert PRO x-ray diffraction system, cooling water supply, vacuum system, and control electronics 4) Stage operating software integrated into and compatible with PANalytical system control software ??? ???X???Pert Data Collector??? 5) Installation of hardware and software PANalytical Inc. can provide the following components specifically designed to integrate the specified sample stage with the existing PANalytical X???Pert PRO x-ray diffraction system platform and components: TTK-450 LOW TEMPERATURE CAMERA INCLUDING TEMPERATURE CONTROL UNIT Low Temperature Camera System TTK 450 for vertical PW3050 goniometers with PW3040 console. The delivery includes the complete camera TTK 450 (AP70056), the temperature control unit TCU 100 (AP70057) and a simple water control device (AP70067). Requires additional goniometer adapter, vacuum equipment, and optional low temperature equipment and Dewar vessel. Temperature ranges: No nitrogen, no vacuum: Room temp to 450 C Nitrogen, no vacuum: Max(0 C or Dew Point) to 450 C Nitrogen, vacuum: -196 C to 450 C SHAFT MOUNT WITH ALIGNMENT STAGE Adapter, with motor-driven height adjustment stage. To install the TTK 450 or the THC humidity chamber on goniometers PW3050/60 and PW3050/65. TTK-450 LIQUID NITROGEN DELIVERY EQUIPMENT For Low Temperature Camera System TTK 450. Included are the Liquid Nitrogen Control Unit (AP58320) for the suction of liquid nitrogen, with built-in diaphragm pump for manual or automatic dosage of the nitrogen flow, and the connector to the TTK camera for the supply of liquid nitrogen. Parts for installation are also included. Requires additional dewar vessel. SAMPLE HOLDER TTK 450 (0.2 MM DEEP) SAMPLE HOLDER TTK 450 (0.8 MM DEEP) SAMPLE HOLDER TTK 450 (FLAT) TTK-450 TEMPERATURE SENSOR (PT 100) INSTALLATION BY PANALYTICAL NULL MODEM CABLE 9-9 PIN TTK DEWAR VESSEL, NITROGEN 10L FOR TTK PAAR INSTALLATION KIT Installation kit for Anton Paar non-ambient chambers which need external water cooling. Contains couplings and accessories for the cooling water hoses as well as an extension cord. The kit contains enough material for cooling water connections of two non-ambient chambers requiring water cooling. The extension cord accepts up to four Euro-type connectors. It is meant to be used inside the PW3040/60 enclosure for the electrical supply of the control units and gauges of the vacuum system for the non-ambient chambers. This kit is not required for the DHS 900 Domed Hot Stage or the THC Temperature Controlled Humidity Chamber. X'PERT DATA COLLECTOR, SOFTWARE UPGRADE Upgrade to the next number version of X'Pert Data Collector 2.1 - new data collection software featuring XML file format data written as individual files anywhere on your computer or network. Version 2.1 also features Z-scan capability to automate sample positioning, and easier sample changer batch and general batch setup. User management and user security level access, formerly found in the Organizer program, have been incorporated in DC2.1. Also included is APP - Automatic Processing Program - for batch scripting of data collection, analysis and reporting functions for automatic sample analysis; Data Viewer - a graphical display package for display (no analysis) and overlay, annotation, file format conversion, and printing or electronic reporting of multiple file formats; Windows Explorer tools, which include thumbnail viewing of data and automatic launching of data files into analysis software. DELIVERY: FOB Destination is required (all freight included). The provisions at 52.212-2 Evaluation ??? Commercial Items (JAN 1999) does not apply to this acquisition. Instead, the following information will be used for evaluation of offerors: An award shall be made to the responsible offeror submitting a technically acceptable quote and offering the lowest evaluated price. Evaluation is based on best value including cost and ability to meet stated requirements above. Offerors shall submit descriptive literature and drawings detailing features, technical capabilities and warranty data. Technical acceptability will be determined solely on the content and merit of the information submitted response to this provision as it compares to the minimum characteristics provided above. Therefore, it is essential that offerors provide sufficient technical literature, documentation, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Price shall be the deciding factor among technically acceptable quotes. The North American Industry Classification (NIAC) is 339111. ALL INTERESTED PARTIES SHALL SUBMIT OFFERS WITH THE FOLLOWING INFORMATION: Federal Tax Identification (TIN); Dun & Bradstreet Number (DUNS); and remit to address if different. A Firm Fixed Priced Purchase Order shall be issued using the Simplified Acquisition Procedures FAR Part 13. Responses/offers are due no later than 5:30 p.m. Eastern Time Zone on August 31, 2006.
