- SUBJECT: HORIBA E4500 CONTINUOUS GAS ANALYZER WITH YOKOGAWA PAPERLESS STRIPCHART RECORDER The U.S. Department of Energy???s National Energy Technology Laboratory (NETL), Pittsburgh, PA intends to award a purchase order on a sole-source basis to HORIBA INSTRUMENTS INC., 1002 HARVEST MOON COURT, MOON TOWNSHIP, PA for the purchase or the following equipment: HORIBA E4500 continuous gas analyzer with Yokogawa paperless stripchart recorder ??? 1 each. Only one responsible source and no other supplies or services will satisfy agency requirements. Simplified Acquisition Procedures FAR Part 13 will be used. This notice is for information purposes only. This request is considered to be sole source to HORIBA INSTRUMENTS INC because the analyzer to be purchased will be connected to 2 Horiba analyzers that NETL already owns. Other manufacturers products cannot be networked with the Horiba analyzers that NETL already owns. Firms who want to challenge the sole source must submit an interest letter that demonstrates the firms ability to provide an equivalent as described above. Interested parties must provide rationale as to why they should be considered. All interested firms must respond to DE-RQ26-06NT00796 by 05:30 p.m. EST, August 31, 2006.
