- SUBJECT: MATRIX PORTBLE GEOPHYSICAL LOGGING SYSTEM This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 13, Simplified Acquisitions, as supplemented with additional information included in this notice. QUOTES ARE BEING REQUESTED. Responses shall reference Request for Quotations No. DE-RQ26-06NT00757, The U.S. Department of Energy, National Energy Technology Laboratory (NETL), Pittsburgh, PA intends to purchase the following: MATRIX Portable Digital Logger or equal with following requirements: 1. PORTABLE GEOPHYSICAL LOGGING SYSTEM, Matrix Portable Digital Logger, standard system including lightweight moterized winch with digital depth encoder and LED display, 200 meters of 0.125" diameter steel armored logging cable and cable head, SCR speed control, digital acquistion system including Windows-based MSLog data acquisition and processing software. (305 meter system) +5MXA-1000 mATRIX UNITS ??? 1 EACH. 2. WellCAD Version 4.1 for Windows log processing and editing software by Advanced Logic Technogly sarl ??? 1 EACH. 3. 2PGA-1000 combination Natural Gamma, SP, SPR (single point resistance) probe without normal resistivity functions ??? 1 EACH. 4. 2ADP-1010 MSI SINGLE (Probe top) to poly adapter to run 2PFA, 2PCA, 2PIA, 2PDA, and others as stand-alone probes ??? 1 EACH. 5. 2PIA-1000 (2EMA-1000 stand alone) Induction Conductivity for use with Matrix & MGX II loggers, with or without the 2PGA-1000, 39.2 KHz induction ??? 1 EACH. 6. EMP-N294 Induction Probe Calibrator for MSI induction probes (4EMD-1000) ??? 1 EACH. DELIVERY: FOB Destination is required (all freight included). The provisions at 52.212-2 Evaluation ??? Commercial Items (JAN 1999) does not apply to this acquisition. Instead, the following information will be used for evaluation of offerors: An award shall be made to the responsible offeror submitting a technically acceptable quote and offering the lowest evaluated price. Evaluation is based on best value including cost and ability to meet stated requirements above. Offerors shall submit descriptive literature and drawings detailing features, technical capabilities and warranty data. Technical acceptability will be determined solely on the content and merit of the information submitted response to this provision as it compares to the minimum characteristics provided above. Therefore, it is essential that offerors provide sufficient technical literature, documentation, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Price shall be the deciding factor among technically acceptable quotes. The North American Industry Classification (NIAC) is 339519. ALL INTERESTED PARTIES SHALL SUBMIT OFFERS WITH THE FOLLOWING INFORMATION: Federal Tax Identification (TIN); Dun & Bradstreet Number (DUNS); and remit to address if different. A Firm Fixed Priced Purchase Order shall be issued using the Simplified Acquisition Procedures FAR Part 13. This is a small business set aside.
