Description
Centers for Disease Control and Prevention (CDC), National Center for Infectious Disease (NCID) is responsible for providing global technical assistance, program and project management support as countries develop their pandemic preparedness and communication response plans, build surveillance and detection capacity and response and containment plans. The scope work requires a contractor with global experience, especially in the Commonwealth of Independent States (CIS), that can provide administrative and technical assistance to the CDC Influenza Division fund recipient countries, including but not limited to Azerbaijan and Uzbekistan. The contractor must have experience in working with Ministries of Health and other country influenza stakeholders to develop and implement preparedness and communication, surveillance and detection, and response and containment plans. The Contractor will have the ability to help a Ministry of Health establish a grant implementation track record, establish funds drawdown capability and provide financial oversight and monitoring of program funds. The contractor must be able to provide technical assistance, based on U.S. National Strategy for Pandemic Influenza and the three pillars outlined in CDC RFA CI06-607. CDC intends to issue a sole source contract to Technology Management Company (TMC) in Albuquerque, NM. TMC is the only know contractor that possesses the following capabilities required to perform tasks stated herein: Established and existing local offices and local staff in Central Asia and the Caucuses, particularly in Azerbaijan, Georgia, Kazakhstan, Ukraine and Uzbekistan, with the ability to directly support other countries in the region and globally; Established relationship with the US Department of Defense, Defense Threat Reduction Agency, Threat Agent Detection and Response (TADR) program in Central Asia and the Caucuses, particularly in AJ and UZ; Knowledge of and experience with the U.S. National Strategy for Pandemic Influenza, particularly with the three pillars outlined in the strategy, and the Department of Health and Human Services (DHHS) Pandemic Influenza Plan; Extensive experience in providing technical assistance to Ministries of Health and other influenza stakeholders, such as the World Health Organization and other non-governmental organizations; Established performance history to procure and deliver scientific equipment and supplies for foreign countries and experience with expediting customs clearance; Ability to support comprehensive global technical and program assistance. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of 41 U.S.C. 253(c) 1) and FAR 6.302-1. The NACIS code for this procurement is 541611. The solicitation will be posted on or about September 1, 2006. This is not a request for competitive proposals. Firms that believe they can provide the required services are encouraged to identify themselves and give written notification to the Contracting Officer within 10 days from the publication date of this synopsis. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.
