Description
The Food and Drug Administration intends to award a Purchase Order on a sole source basis to Instron Corporation, based on the authority granted by FAR Part 6.302-1, for the purchase of an Instron Advanced Video Extensometer for use on the FDA owned Instron Model 4465 Load Frame Universal Tester. The Instron Advanced Video Extensometer will allow the automated testing of highly elastic barrier materials. Current practice uses mechanical dividers to manually follow the elastic deformation during testing which is time consuming and is not as accurate as automated testing would be. This is to support our glove testing in support of ASTM and CDRH glove expiration standards and guidance development. This development includes laboratory testing of barrier materials for precision and bias data for the standards development process. This system must be fully compatible with both of the FDA owned Instron load frames that FDA owns. The compatibility allows training on one system to be applicable to training on the other. It also allows for parts to be moved between systems in the event of a failure of one system for continued operation. To our knowledge, there are no other sources offering an advanced long travel video extensometer that is fully integrated into this system. An award will be made in seven (7) days from the date of this notice. Sources may submit a quote, which fully demonstrate their capabilities, which will be considered by the agency. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. This sole source procurement will be awarded as a simplified acquisition for commercial items in accordance with FAR Subpart 13.5.
