Description
The National Cancer Institute (NCI) Division of Cancer Epidemiology and Genetics (DCEG) plans to procure on a sole source basis, services required for the Measuring prediagnostic levels of serum vitamin D metabolites in two studies of prostate cancer and non-Hodgkin lymphoma with Heartland Assays Inc., 173 Ashley Avenue, Charleston, SC 29425. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13. The North American Industry Classification System code is 541380 and the business size standard is $11M. The purpose of the procurement is to conduct assays to measure the serum levels of vitamin D metabolites in two NCI studies: 1) Marker of vitamin D status, are associated with risks of prostate cancer and 2) Non-Hodgkin lymphoma. The specific objectives of this procurement are to measure 25(OH)D levels in specimens in the two projects, and measure 1,25(OH)2D levels for a random sample of 200 controls from the prostate cancer study. Specifically, the Contractor shall: a) Measure serum levels of 25(OH)D in a run-in sample of 40 samples (eight replicate samples from five volunteers, collected at SAIC-Frederick) to check the assay reproducibility prior to initiating analysis of study samples; b) Transmit a spreadsheet containing the measurement data from the run-in samples to the DCEG investigators for inspection; c) Measure serum levels of 25(OH)D in all samples from both studies (prostate, 1,980 samples; NHL, 528 samples); d) Transmit a spreadsheet containing the 25(OH)D measurements to the DCEG investigators; e) Measure serum levels of 1,25(OH)2D in a run-in sample of 40 specimens to check the assay reproducibility prior to initiating analysis of study samples; f) Measure serum levels of 1,25(OH)2D in 200 control subjects from the prostate cancer study; and g) Transmit a spreadsheet containing the 1,25(OH)2D measurements to the DCEG investigators. NCI investigators are currently analyzing specimens from the Prostate Lung Colorectal and Ovarian Cancer (PLCO) Screening Trial to investigate the relationship between circulating levels of vitamin D metabolites and the risk of developing a variety of cancers. A study of colorectal adenoma has been completed, a study of breast cancer is underway as well as studies of non-Hodgkin lymphoma and prostate cancer. All vitamin D assays of PLCO samples for these projects have been conducted by Heartland Assays Inc. For scientific comparability, it is critical that the vitamin D assays of additional PLCO samples that we now plan to measure in studies of prostate cancer, breast cancer and non-Hodgkin lymphoma continue to be carried out in this laboratory. Changing variables at this time will be detrimental to the current PLCO experiments in progress. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 1:00 PM EDT, on August 31, 2006.
