- The Agency for Healthcare Research and Quality (AHRQ), Center for Primary Care, Prevention and Clinical Partnerships, through the Division of Acquisition Management (DAM), Program Support Center (PSC), intends to award a 6 month sole source contract using simplified acquisition procedures to the Markle Foundation 10 Rockefeller Plaza, 16th Floor, New York, NY 10020. The anticipated date of award is September 8, 2006. The next two years, 2006 and 2007, will be pivotal to guide a path toward safe, secure and interoperable personal health technologies to achieve maximum benefit for the American public. This year, the Contractor is planning the second Connecting Americans to Their Health Care conference, scheduled for December 7-8, 2006. This conference will be geared around actions for greater consumer participation in secure nationwide health information exchanges. The conference will have a strong emphasis on tying together the agendas of Connecting for Health, the Personal Health Technology Initiative, the Robert Wood Johnson Foundation (RWJF) Pioneer Portfolio, and other co-sponsors, including initiatives and agencies of the U.S. Department of Health and Human Services. The Agency for Healthcare Research and Quality and other Federal entities have been substantially involved in the planning of this conference and the theme will be how personal health applications can plug into networks. The plan is to provide more targeted programming emphasizing specific actions of major health care stakeholders. The goal for this conference is to deepen the engagement of consumers in their health and health care by advancing our collective objectives for personal health records and related technologies. The conference will place a spotlight on efforts to promote optimal industry and policy environments for personal health technologies as a means to: -Enhance the public safety and health management. -Emphasize continuity and convenience of care. -Earn and keep the public?s trust. The event will be held at the Ronald Reagan Building and International Trade Center in Washington, DC, on Dec. 7-8. This contract is for the development of educational tutorials and reference materials as part of this conference. AHRQ wants to make these products available through the National Resource Center to our grantees. Since AHRQ has been involved in the planning of this meeting, we saw the opportunity to use expertise to develop tutorials that can be widely applied to states, hospitals, grantees, etc. This contract will ensure that the contractor will develop these valuable Health IT tutorials. TASKS: 1. Educational Tutorials - The development of tutorials (software) and reference materials. The tutorials will be intensive inner-active sessions on topics including the distinction between Electronic Health Records and Public Health Records, National Health Information Networks, RHIOs and Policies. The conduct of the tutorials including the space and audio/visual equipment. 2. Conference Summary and Participant List -The development of a written conference summary describing the proceedings and listing any recommendations or common themes revealed during the conference. The summary should not exceed 20 pages plus the participant list. Co-sponsorship/Disclaimer Language: Section 506 of the FY 2006 Labor/HHS Appropriations Act requires recipient organizations to disclose the funding source where a Federal Agency provides funding for conferences. Disclosure of this funding source should not imply endorsement of the conference content. 1. The Contractor must list the following as co-sponsors: U.S. Department of Health and Human Services Agency for Healthcare Research and Quality National Cancer Institute, National Institutes of Health Office of Disease Prevention and Health Promotion, Office of Public Health and Science Please note that logos for operational divisions of DHHS are not to be used. 2. The Contractor must include the following statement on conference materials: ?The views expressed in written conference materials or publications and by speakers and moderators at HHS-sponsored conferences, do not necessarily reflect the official policies of the Department of Health and Human Services; nor does mention of trade names, commercial practices, or organizations imply endorsement by the US Federal Government.? The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source Under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
