- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested under Solicitation No. HSCG23-06-Q-ADA035 and a written solicitation will not be issued. This is not a small business set-aside. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. The United States Coast Guard (USCG) intends to issue a Firm Fixed Price, Indefinite Delivery/Indefinite Quantity (IDIQ) contract to obtain Automatic Identification System (AIS) receivers. Over a 12 month period of performance, the Contractor shall provide up to 180 Commercial-Off-The-Shelf (COTS) AIS receivers meeting the performance, physical, environmental and feature-related specifications described in this solicitation. Delivery shall be on a monthly basis, as delivery orders are placed by the USCG, and shall include Warranty and supporting documentation for use and support of the equipment. Indefinite Quantity Contract ? Minimum and Maximum: During the period of performance of this contract, the Government will provide to the Contractor one or more delivery orders. The guaranteed minimum for this IDIQ will be 25 units total. The Government is not to be obligated to order more than the minimum stated under this contract. Delivery Schedule: The contractor shall ship the receivers in accordance with the Delivery Orders issued by the Contracting Officer. The contractor shall deliver the specified quantity of each delivery order within 14 days after receipt of order. (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Technical Capability (2) Past Performance (3) Price (b) The Government may award to other than the lowest priced quotation or other than the highest technically rated quotation. Technical capability and past performance, when combined, are more important than price. (End of provision) 52.212-3 Offeror Representations and Certifications?Commercial Items. (JUNE 2006) An offeror shall complete only paragraph (j) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (i) of this provision.
