Description
The Federal Bureau of Investigation (FBI) intends to negotiate a sole-source, labor hour contract under FAR Part 15, with CAC Consultants, under Request for Proposal 0019654. This notice will be distributed solely through the General Services Administration Federal Business Opportunities (FBO) website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up to date information about this acquisition. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. The FBIs National Center for the Analysis of Violent Crime, (NCAVC), has a requirement to provide investigative support through the coordination and provision of Federal law enforcement resources, training and application of other multidisciplinary expertise, to assist Federal, state and local law enforcement authorities in matters involving crimes against children, to include child abductions, mysterious disappearances of children, child homicide, and serial murder across the country. As these services have expanded over the last several years, the FBI has a requirement for a nationally recognized expert, with demonstrated expertise and credentials in the specialized area of the sexual victimization of children, including crimes against children through the Internet, for consultation and training purposes. Based on market research and contact with other service providers, it has been determined that the FBIs requirement for the above listed services can only be provided by CAC Consultants. The known requirement will be used to: provide operational assistance through on-site consultation services regarding crimes against children to any Federal, state, or local law enforcement agency confronted with bizarre, vicious or repetitive crimes of violence against children, and includes, but is not limited to, crimes involving child abductions, mysterious disappearances, child homicide, serial murder, child pornography, child sex rings, child prostitution, personality assessments, criminal personality profiles, threat assessments, interview techniques, investigative techniques; to provide training in deviant criminal behavior in the sexual victimization of children, to include offender typology sexual victimization of children and criminal deviant sexuality; to provide advice and counsel on research projects specifically directed to deviant criminal behavior in the sexual victimization of children (problem identification and analysis, protocol design, and data interpretation); and to provide expert testimony on the matters relating directly to sexual exploitation of children. This Notice of Intent is not a request for competitive quotations, however, interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office by 12:00 PM, EDT, by August 25, 2006 by facsimile only, to the attention of Margaret D. Einspahr, Contracting Officer, at (703) 632-1844. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Telephone requests will not be considered. The North American Classification System number is 611430, and the size standard is $6.5 Million. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. This contract will be awarded as a negotiated contract in accordance with Federal Acquisition Regulation Part 15.
